Cecchini Trucking Company Inc. <br />SPCC Plan <br />April 2020 <br />Page 22 of 63 <br />• Subsequent to the replacement, reconstruction, or movement of any AST; <br />• Subsequent to any construction or demolition that could alter the secondary <br />containment for the AST; and <br />• Subsequent to any revisions of standard operation or maintenance procedures at the <br />facility. <br />The SPCC Plan must be reviewed and certified by a <br />professional engineer every five years if technical or <br />operational procedures have changed. <br />1.4 Applicable Federal, State and Local Regulations <br />The Federal regulations regarding SPCC Plan development and implementation <br />are found at 40 CFR Part 112 and may be accessed on the internet at: <br />https://www.ecfr.gov/cgi-bin/text- <br />idx?c=ecfr&SID=b843807afdc641 b203ffec44aa671 d36&tpl=/ecfrbrowse/Title40/40cfrl l 2 m <br />%20ain 02.tD1 <br />All bulk storage tanks at this facility are registered with the state and local <br />authorities. <br />2.0 Facility Information <br />2.1 Facility Description <br />Cecchini Trucking Company Inc is a 7 -acre <br />cargo and freight facility located in San <br />Joaquin County, approximately 0.88 miles <br />east of Interstate 5 on Highway 12 in Lodi. <br />The large main building at the facility consists <br />of offices, truck maintenance shops, and a <br />storage area. Outside the building there is an <br />open parking lot for trucks is trailers. Of <br />interest to this SPCC Plan is the single <br />12,000 -gallon above -ground diesel tank. The <br />tank is located at the east side of the trucking <br />yard near the yard entry gate. <br />2.2 Vicinity Map <br />A site vicinity map (Figure 1) shows the facility location in reference to <br />surrounding roads, properties, and water bodies. <br />
