S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY <br /> Permanent Household Hazardous Waste Collection Facility Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SJC PERMANENT HOUSEHOLD HAZ WASTE 7850 S RA BRIDGEFORD ST, STOCKTON July 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 3310 1) OBSERVATION 1: Manifest numbers 005259616SKS(4/5/2018)and 005245493SKS (8/30/2018)were found on <br /> site without signatures from the destination facility. Manifest number 005259619SKS(5/16/2019)was not found on <br /> site. <br /> OBSERVATION 2: Exception reports were not available during the inspection for the manifest numbers listed <br /> above. <br /> Per Title 22 California Code of Regulations(CCR)67450.25(a)(1), Permanent Household Hazardous Waste <br /> Collections Facilities(PHHWCFs)are required to maintain compliance with Title 22 CCR 66262.40(a)and 66262.42. <br /> Hazardous waste generators shall retain copies of all manifests for three years or until a copy signed off by the <br /> destination facility is received. The signed off copy shall be retained and made readily available for review for three <br /> years. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or <br /> operator of the facility to which the generator's waste was submitted within 35 days of the date the waste was <br /> accepted by the initial transporter,the generator shall contact the transporter and/or the owner or operator of the <br /> designated facility to determine the status of the waste. If the generator did not receive a copy of the signed off <br /> copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, the generator <br /> shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover letter signed by <br /> the generator explaining the efforts to locate the hazardous waste and the results of those efforts. Exception reports <br /> shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> CORRECTIVE ACTION: Immediately locate a copy of the missing manifests or prepare and submit the required <br /> information to DTSC. Submit to the EHD a copy of the manifests with a signed off copy from the destination facility, <br /> or submit a copy of the information submitted to DTSC. <br /> 2) OBSERVATION: In the hazardous waste drop-off area, one black 55 gallon steel drum containing drained used <br /> oil filters had an illegible accumulation start date. <br /> Per Title 22 CCR 67450.25(a)(1), PHHWCFs are required to maintain compliance with Title 22 CCR 66262.34(f). At <br /> the time of inspection,the facility was draining the oil filters and was following an exception for hazardous waste <br /> labeling listed in Title 22 CCR 66266.130. Used oil filters shall be drained of free-flowing oil, stored in a closed, <br /> rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start date. <br /> The labeling violation (2)was corrected on site during the inspection. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
