Manifest number 005259619SKS(5/16/2019)was not found on site. OBSERVATION 2: Exception reports were not available during the inspection for the manifest numbers listed above. Per Title 22 California Code of Regulations(CCR)67450.25(a)(1), Permanent Household Hazardous Waste Collections Facilities(PHHWCFs)are required to maintain compliance with Title 22 CCR 66262.40(a)and 66262.42. Hazardous waste generators shall retain copies of all manifests for three years or until a copy signed off by the destination facility is received. The signed off copy shall be retained and made readily available for review for three years. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 35 days of the date the waste was accepted by the initial transporter,the generator shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the waste. If the generator did not receive a copy of the signed off copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, the generator shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover letter signed by the generator explaining the efforts to locate the hazardous waste and the results of those efforts. Exception reports shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 CORRECTIVE ACTION: Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. Submit to the EHD a copy of the manifests with a signed off copy from the destination facility, or submit a copy of the information submitted to DTSC. 2) OBSERVATION: In the hazardous waste drop-off area, one black 55 gallon steel drum containing drained used oil filters had an illegible accumulation start date. Per Title 22 CCR 67450.25(a)(1), PHHWCFs are required to maintain compliance with Title 22 CCR 66262.34(f). At the time of inspection,the facility was draining the oil filters and was following an exception for hazardous waste labeling listed in Title 22 CCR 66266.130. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start date. The labeling violation (2)was corrected on site during the inspection. This is a repeat violation, Class II. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the complete report which replaces the initial checklist.
