The secondary containment vent is not being opened to <br /> inspect the tank annular space for leaks from the primary containment. <br /> Per Title 22 California Code of Regulations(CCR)67450.25(G), Permanent Household Hazardous Waste Collections <br /> Facilities(PHHWCFs)are required to maintain compliance with Title 22 CCR 66265.195. The following items are <br /> required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5.for uncovered tanks, the level of waste in the tank. <br /> CORRECTIVE ACTION: Immediately begin required inspections of the hazardous waste tank system, and <br /> document the items inspected. Submit a copy of the inspection log for the next 30 days to the EHD. <br /> 2) OBSERVATION:The facility did not have a tank assessment available for review during the inspection for the two <br /> 500 gallon used oil tanks. <br /> Per Title 22 CCR 67450.25(G), PHHWCFs are required to maintain compliance with Title 22 CCR 66265.192. The <br /> owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an <br /> independent, qualified, professional engineer, registered in California attesting that the system has sufficient <br /> structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks <br /> and containment system are suitably designed. <br /> CORRECTIVE ACTION: Immediately submit a copy of the hazardous waste tank assessments for the two 500 <br /> gallon used oil hazardous waste tanks. If a tank assessment has not been completed, immediately have <br /> assessments prepared for the two 500 gallon used oil tanks. <br /> 3) OBSERVATION: The 500 gallon used oil tank(on the left if facing the main building)was missing an <br /> accumulation start date. <br /> Per Title 22 CCR 67450.25(a)(1), PHHWCFs are required to maintain compliance with Title 22 CCR 66262.34(f).All <br /> hazardous waste tanks shall be marked with the words"Hazardous Waste"and the accumulation start date. <br /> Immediately ensure that all hazardous waste tanks are marked with the required information. <br /> The labeling violation (3)was corrected on site during the inspection. <br /> This is a repeat violation, Class ll. <br /> FA0014789 PR0521782 SCO01 07/10/2019 <br /> EHD 22-07 Rev.05/15/2019 Page 4 of 6 Permanent Household Hazardous Waste Collection Facility <br /> 1868 E.
