S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY <br /> Permanent Household Hazardous Waste Collection Facility Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SJC PERMANENT HOUSEHOLD HAZ WASTE 7850 S RA BRIDGEFORD ST, STOCKTON July 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 104 CCR 67450.30(b)(1) Failed to submit an adjusted written closure cost estimate for inflation. <br /> OBSERVATION:An adjusted written closure cost estimate has not been submitted to the CUPA since 2005. <br /> Per Title 22 California Code of Regulations(CCR)67450.30(b): <br /> (1)The operator shall adjust annually the closure cost estimate for inflation within sixty(60)days prior to the <br /> anniversary date of the original establishment of the financial mechanism(s). The adjustment shall be made as <br /> specified in sections 67450.13, subsections(a)(2)(A)and (a)(2)(B)using an inflation factor derived from the annual <br /> Implicit Price Deflator for Gross National Product as published by the U.S. Department of Commerce in its Survey of <br /> Current Business.The inflation factor is obtained by dividing the latest published annual Deflator by the Deflator of <br /> the previous year. <br /> (A)The first adjustment is made by multiplying the closure cost estimate by the inflation factor.The result is the <br /> adjusted closure cost estimate. <br /> (B)Subsequent adjustments are made by multiplying the latest adjusted closure cost estimate by the latest inflation <br /> factor. <br /> (2)The operator shall revise the closure cost estimate no more than thirty(30)days after a change in the closure <br /> plan increases the cost of closure. The revised closure cost estimate shall be adjusted for inflation as specified in <br /> subsection (b)(1)of this section. <br /> (3)The most current closure plan and the most current closure cost estimate shall be keep on file at the PHHWCF <br /> during the operating life of the facility. <br /> (4)The operator shall submit to CUPA or authorized agency, a copy of each revised closure cost estimate prepared <br /> pursuant to paragraphs(1)and (2)of this subdivision. <br /> The Operator shall adjust annually the closure cost estimate for inflation within sixty(60)days prior to the <br /> anniversary date of the original establishment of the financial mechanism(s). <br /> CORRECTIVE ACTION: Immediately submit the required adjusted closure cost estimate to the CUPA and keep a <br /> copy of the updated closure plan on file at the facility. <br /> This is a Class II violation. <br /> FA0014789 PR0521782 SCO01 07/10/2019 <br /> EHD 22-07 Rev.05/15/2019 Page 3 of 6 Permanent Household Hazardous Waste Collection Facility <br /> 1868 E.
