Nkomo, <br /> Stantec <br /> April 24, 2009 <br /> Ms. Kristi Shelton <br /> Each truck driver will be provided with a Non-Hazardous Waste Manifest or bill-of-lading and the cellular <br /> phone number for the site manager. It will be the responsibility of the site manager to notify the Board of any <br /> unforeseen incidents. Each truck driver will be instructed to use a cellular telephone and/or their radio <br /> dispatch system to call for roadside assistance and report roadside emergencies. <br /> Confirmation Sampling <br /> Following excavation, a Stantec geologist will collect two confirmation soil samples from the floor of the <br /> excavation, and two samples from each of the sidewalls at approximate depths of 3 and 8 feet bgs. Samples <br /> from the northwest sidewall shored with sheet piles will be collected from material removed from within the <br /> excavation directly adjacent to the sheet piling. Samples will be collected into laboratory-supplied containers <br /> using the backhoe bucket, and field personnel will use new, disposable Nitrile gloves at each sample location. <br /> All reusable field equipment used to collect and handle samples or collect field measurements will be <br /> decontaminated before coming into contact with any sample. Equipment will be decontaminated between <br /> sampling locations using a non-phosphate detergent, a potable water rinse, and a deionized water final rinse. <br /> Decontamination fluids will be containerized and disposed of following completion of the work. <br /> Soil samples will be collected in laboratory-supplied sample containers stored on ice pending transport to <br /> Calscience Environmental Laboratories, Inc. for analysis. A completed chain-of-custody record will <br /> accompany each shipment of samples. Soil samples will be analyzed for TPHg by EPA Method 8260B, and <br /> for TPHd/TPHmo by EPA Method 8015M. Soil samples will be analyzed on an expedited turnaround (24 to 48 <br /> hours) to confirm that the cleanup goals for the site have been met. If sampling indicates that additional <br /> excavation is required, the area will be over-excavated to an appropriate depth, and confirmation soil samples <br /> will be collected from the excavation bottom and each of the four sidewalls. Secondary confirmation soil <br /> samples will be analyzed for appropriate constituents. <br /> Backfill and Compaction <br /> Following receipt of confirmation sample results which confirm that the cleanup goals have been met, the site <br /> will be backfilled to existing grade with imported engineered fill materials and compacted to 90 percent <br /> relative compaction per Modified Proctor(American Society for Testing and Materials or ASTM standard D <br /> 1557 [2007]). Prior to bringing fill material on-site, Stantec will review the soil quality data of the source <br /> material.All imported fill will be free of contamination and debris. Organic compound concentrations will be <br /> below detectable limits, and metal concentrations will be at typical background levels. <br /> Field Variances <br /> Variances from the work plan will be discussed with Board staff prior to any action being taken, except for <br /> emergencies when an immediate response is required. The Board will be notified if an emergency response <br /> is implemented. The field variances will be documented in the project completion report. <br />
