( "OES" ) fn connection with the above
referenced matter. The purpose of thio letter is to verify
our understanding of hor the Integrated Solid Waste
Management Act applies to that facility.
OES operates transportable thermal ramediation
unit at the former Till a-Lewis Cannery site in Stockton, CA
(the "Tillie-Lewis Facility,, ) for the purpose of remediating
non-hasardous hydrocarbon contaminated soil at the site.
The Tillie-Lewin Facility has been treating non-hazardous,
No- 6 fuel oil contaminated soil originating from the
Tillie-Lewis Oita since January of 1989 . The heart of the
Tillie-Lewis Facility is a circular bed combustor which
thermally destroys virtually all organics in the
contaminated soil . The resulting material is a purified
soil suitable for use ab clean fill, and which has boon used
as fill at the Tillie -Lewis site.
A 20, 000 ton Capacity soil stockpile in operated
in conjunction with the combustor. The stockpile is
underlain by a minimum of 18 inches of clean-clay subbase.
i
104<7{SS
