PISS 41 4??4?51 NO. 504 P003/003 <br /> r <br /> Mr. Donald Dior <br /> September 13, 1990 <br /> Page 2 <br /> This subbase is covered with a synthetic liner and a ' one- <br /> foot deep layer of sand. A geotextile liner covers the sand <br /> barrier, and a minimum one foot thickness of soil is <br /> maintained above the liner. The stockpile area is also <br /> bermed and contains a runoff control system. The stockpile <br /> design has been approved by the Central Valley Regional <br /> Water Quality Control Hoard ( "RWQCB" ) . The RWQCB waived <br /> waste discharge requirements for the pile, but required <br /> installation of monitoring wells . These wells have remained <br /> clean, and the RWQCB has advised Ogden that it may abandon <br /> the wells in the near future . <br /> The design of the thermal unit and the stockpile <br /> were also reviewed by tho, San Joaquin County Air Pollution <br /> Control District ( "APCD" ) , which issued authorities to <br /> construct for the Tillie-Lewis Facility. All necessary <br /> local permits were also obtained. <br /> OES has deteri I pined that the need for hydrocarbon <br /> contaminated remediati000 services in San Joaquin County is <br /> sufficient to justify continued operation of the Tillie- <br /> Lewis Facility on a semi-pormanent basis . Operation of the <br /> Tillie-Lewis Facility will remain unchanged except that the <br /> Facility will accept non-hazardous soil contaminated with <br /> fuel oil, gasoline, diesel and kerosene from other sites <br /> within San Joaquin County. <br /> Purified eoillfrom the Tillie-Lewis Facility will <br /> either be used/sold as "l or transferred to a local <br /> landfill for use as daily cover. The RWQCB has indicated <br /> that both of these uses are acceptable provided that the <br /> soil meets applicable wpate discharge requirements . The <br /> RWQCB is presently in the process of drafting waste <br /> discharge requirements applicable to each of these uses, as <br /> well as for the soil stockpile. <br /> In order to a�1sure that the material received is <br /> non-hazardous and that waste discharge requirements for the <br /> purified soil can be met, OES will implement strict sampling <br /> protocols. No material will be approved for shipment to the <br /> Tillie-Lewis Facility except upon receipt of an analysis of <br /> the soil establishing tat the concentrations of <br /> hydrocarbons and both total and soluble metals are within <br /> allowable limits . Upon arrival of the soil at the Tillie- <br /> Lewis Facility, the material will be subject to additional <br /> inspection and screening tests and archive samples will be <br /> taken. If the material passes these inspection and <br /> screening teats, it will be added to the stockpile and <br /> 10445453 <br />
