• s
Ogden Environmental Services March 2, 1989
Mr. William S. Rickman Page 2
As you are aware there are no stated concentrations to quantitatively
establish "how clean is clean" as applied to the presence of fuel oil in soils.
In our opinion, the site soils have been remediated to a point where current
technology and common practice would consider them adequately free of petroleum
hydrocarbon contamination. Additionally, we believe that the extent of the
excavation is adequate with respect to the intent of the Regional Water Quality
Control Board and Local Health District's policies and guidelines as they are
currently being applied. It is the responsibility, however, of the Regional
Water Quality Control Board and the San Joaquin Local Health District to apply
their own policies and guidelines to address whether the intent of the applicable
laws and regulations have been met.
Very truly yours,
McCLELLAND CONSULTANTS (WEST) , INC.
Thomas D.
