Rickman Page 2 <br /> As you are aware there are no stated concentrations to quantitatively <br /> establish "how clean is clean" as applied to the presence of fuel oil in soils. <br /> In our opinion, the site soils have been remediated to a point where current <br /> technology and common practice would consider them adequately free of petroleum <br /> hydrocarbon contamination. Additionally, we believe that the extent of the <br /> excavation is adequate with respect to the intent of the Regional Water Quality <br /> Control Board and Local Health District's policies and guidelines as they are <br /> currently being applied.
