Box 2615 <br /> Fairfield,New Jersey 07007-2615 <br /> STOCKTON SOILS TREATMENT FACILITY— <br /> GROUND WATER MONITORING DATA FOR APRIL 1992 AND MAY 1993 <br /> This letter is in response to your 4 November 1993 submittal of ground water monitoring data for <br /> the subject facility covering the second quarters of 1992 and 1993. Your 4 November cover letter <br /> states that further monitoring or other action is not necessary at your Stockton facility, since the <br /> waste management unit has been clean closed and, in your opinion, the waste management unit <br /> has been in compliance with the water quality protection standard (i.e.,background conditions) for <br /> a period of three consecutive years.t <br /> However, the submitted data show well MW-1 to contain detectable levels of purgeable petroleum <br /> hydrocarbons in the gasoline range in April 1992 and wells MW-1 and MW-2 to contain <br /> detectable levels of total recoverable petroleum hydrocarbons in May 1993. The concentration of <br /> gasoline-range hydrocarbons in the April 1992 sample is higher than the taste and odor threshold <br /> for gasoline of 5 gg/1.2 Applicable water quality standards from the Water Quality Control Plan <br /> prohibit taste and odor producing chemical constituents in ground waters at levels that could cause <br /> nuisance or could adversely affect beneficial uses of water. In addition, detectable levels of <br /> petroleum hydrocarbons in the diesel range were detected in the May 1993 sample from well MW- <br /> 3. Gasoline and diesel range hydrocarbons have never before been detected in ground water <br /> samples from the site. Prior to these data, total recoverable petroleum hydrocarbons had been <br /> detected only in April 1991 ground water samples (all three wells). <br /> The Board has not received quarterly monitoring reports for the fust, third and fourth quarters of <br /> 1992 and for the first and third quarters of 1993; staff is, therefore,unable to determine <br /> compliance with the water quality protection standard for those periods.
