Box 85178 <br /> San Diego, CA 92138-5178 <br /> Dear Mr. Rickman: <br /> AMENDMENT 2 TO DHS VARIANCE FOR DEMONSTRATION OF CIRCULATING BED <br /> COMBUSTOR TECHNOLOGY IN STOCKTON, CALIFORNIA <br /> The Department of Health services (DHS) , Toxic Substances Control <br /> Program, Alternative Technology Division (ATD) , received your <br /> October 2 , 1989 letter requesting an extension to the July 29, 1988 <br /> variance issued by DHS to demonstrate the use of a transportable <br /> circulating bed combustor to clean up fuel oil, #6 contaminated <br /> soil. Your letter also states that the total weight of <br /> contaminated soil to be processed is now estimated to be 11, 000 <br /> tons versus 8 , 500 tons which was originally estimated. The DHS <br /> variance allowed Ogden to process a maximum of 8, 500 tons <br /> (approximately 7 , 000 cubic yards) of the contaminated soil. Your <br /> October 3 , 1989 letter provided additional supporting information <br /> concerning the increase in the volume and density of the <br /> contaminated soil. Your letters were submitted on your behalf by <br /> Mr. G. Scott Koken of your company. Based on the information <br /> provided, DHS hereby grants an extension of six months and allows a <br /> maximum of 11, 000 tons (approximately 9, 000 cubic yards) of the <br /> fuel oil #6 contaminated soil to be processed. <br /> The subject variance will now expire on March 1, 1990 but may be <br /> reviewed or extended by DHS upon written request.
