Rickman
Ogden Environmental Services, Inc.
P.O. Box 85178
San Diego, CA 92138-5178
Dear Mr. Rickman:
AMENDMENT 1 TO DHS VARIANCE FOR DEMONSTRATION OF CIRCULATING BED
COMBUSTOR TECHNOLOGY IN STOCKTON, CALIFORNIA
The Department of Health Services (DHS) , Toxic Substances Control
Division, Alternative Technology Section received your November 28,
1988 letter requesting a change to conditions of the July 27, 1988
variance granted to OES. The request is to change the performance
monitoring interval from a one minute average interval to a two
minute average interval. The request was made on your behalf by
Mr. G. Scott Koken of your company. Your request was based on
limitations of the CBC data acquisition system.
Based on the information presented in your letter, DHS has
determined that monitoring the CBC operation on a two minute
average interval does not pose any additional potential safety,
health, or environmental threat. Therefore, DHS hereby amends the
July 29, 1988 variance by requiring a two minute average interval
to monitor the respective process variables listed in conditions B1
through B5. All other conditions to the subject variance will
remain in effect.
Sincerely, —
ames T.
