Box 2009 <br /> Stockton, CA 95201 <br /> REQUEST FOR PREPARATION OF A FULL ENVIRONMENTAL IMPACT REPORT FOR <br /> THE STOCKTON SOIL TREATMENT FACILITY SOLID WASTE FACILITIES PERMIT <br /> This is to advise you that at its regular meeting of September 8 , <br /> 1992 , the Stockton City Council adopted a resolution opposing the <br /> adoption of a Mitigated Negative Declaration for the Stockton Soil <br /> Treatment Facility Solid Waste Facilities Permit application, as <br /> submitted by Ogden Environmental Services, Inc. , and requesting <br /> that a full Environmental Impact Report be prepared for the <br /> proposed project (see attached resolution) . <br /> As noted in the Council 's resolution, the Mitigated Negative <br /> Declaration, dated July 1992 , documents that significant <br /> environmental concerns have been expressed in writing by Vice-Mayor <br /> Floyd Weaver, by Mr. Dante John Nomellini, the City of Stockton <br /> Community Development Department, and by others. In addition, <br /> various concerns regarding the environmental effects of the project <br /> were expressed during public hearings on this matter which were <br /> held by the Environmental Health Division on September 4, 1991 and <br /> On i'Uguct 19 1992 as documented '-.Vn <br /> n age A-23 of the Tly 1992 <br /> Mitigated Negative Declaration and <br /> on the audio tapes of those <br /> meetings. Those environmental concerns include, but are not <br /> limited to, the project's individual and cumulative impacts on <br /> local and regional air quality; energy utilization; soil disposal, <br /> storage, and reuse; and the failure to address alternative sites <br /> which may be environmentally superior to the proposed site. <br /> The Mitigated Negative Declaration provides substantial evidence <br /> that the project may have a significant effect on the environment, <br /> and, in the opinion of the City Council, the potentially <br /> significant effects, as noted above, have not been adequately <br /> addressed, resolved, and/or mitigated by the documentation <br /> "STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />
