Covering the contaminated soil in the stockpile area will <br /> suppress any odors associated with the hydrocarbon contami- <br /> nants, as well as eliminate potential for fugitive dust . <br /> Likewise, the treated soil will be water sprayed to add <br /> moisture content and prevent particulates from entering the <br /> atmosphere. The treated soil will also be covered prior to <br /> transport off-site. All transport loads (both incoming <br /> contaminated soil and outgoing treated soil) will be cov- <br /> ered. <br /> Mitigation Measures: <br /> a. A modification to the existing Permits to Operate issued <br /> by the San Joaquin County Air Pollution Control District on <br /> February 28 , 1991 should be secured. <br /> b. A detailed Health Risk Assessment should be prepared for <br /> review and approval by the San Joaquin County Air Pollution <br /> Control District . <br /> C. A Dust Suppression Plan should be prepared for review <br /> and approval by the San Joaquin County Air Pollution Control <br /> District. <br /> 5 . Noise <br /> Exposure of People to High Noise Levels <br /> Increased Noise Levels <br /> Setting: <br /> The project components (including the Combuster, Cyclone, <br /> Baghouse, Soot Blower, Flue Gas Cooler, Air Skid, Air Cooled <br /> Exchanger and Feed Hopper) all generate noise levels in the <br /> 78-92 decibel, A-scale (dBA) range. With both CBC units <br /> operating simultaneously, it is anticipated that a composite <br /> noise level at a mid-point between the two units will be <br /> approximately 94 dBA. <br /> Analysis: <br /> Of primary concern is the noise exposure level for on-site <br /> personnel over a prolonged period of time. The Report of <br /> Station Information (SSTF; July 1991 ; page 60) indicates <br /> that noise levels for equipment will be in compliance with <br /> State requirements for an 8-hour time weighted average <br /> exposure. This would appear to be the case, although the <br /> noise exposure projections are near the maximum allowed. <br /> Noise protection measures for on-site personnel will need to <br /> be incorporated into the project. <br />
