7 . Hazards <br /> Storage of Hazardous Substances <br /> Setting and Analysis: <br /> The storage of on-site hazardous substances will be limited <br /> to No . 2 Diesel fuel to be used by the small (Bobcat-type) <br /> front-end loaders in the contaminated soil stockpile area <br /> and treated soil storage area. The fuel will be stored in a <br /> 200-gallon above-ground tank in a diked area near the wash <br /> pad area. The diked area will be of sufficient size to <br /> contain the fuel should spillage or tank leaks occur. <br /> Mitigation Measure: <br /> a. An above-ground fuel tank building permit should be <br /> obtained from the City of Stockton Building Division along <br /> with approval from the City of Stockton Eire Department. <br /> Need for Emergency Plans <br /> Setting and Analysis: <br /> As part of the operational aspects of the project, the <br /> Applicant has prepared a Health and Safety Plan which ad- <br /> dresses hazard assessment , training requirements, medical <br /> requirements, personal protective control measures, monitor- <br /> ing procedures, decontamination procedures, disposal proce- <br /> dures, site work practices and site security. <br /> As required by the San Joaquin County Office of Emergency <br /> Services (OES) , an Emergency Business Plan was prepared and <br /> filed with OES on July, 16 , 1990 . This plan specifies <br /> notification and emergency procedures, evacuation proce- <br /> dures, leak and spill control procedures, and an inventory <br /> of on-site chemicals. <br /> Mitigation Measure: <br /> a. An Updated Emergency Business Plan should be filed with <br /> the San Joaquin County Office of Emergency Services. <br /> 8 . Utilities and Public Services <br /> Sewer Service <br /> Setting and Analysis: <br /> The project will discharge wash water from the contaminated <br /> soil unloading ramp and rain water from the contaminated <br /> soil stockpile area into the City of Stockton municipal <br /> sewer system. As proposed by the Applicant , this wastewater <br /> will be pre-treated for oil/water separation prior to dis- <br /> charge . Under a Wastewater Discharge Permit issued by the <br /> City of Stockton Municipal Utilities Department on June 12 , <br /> 25 <br />
