7 . Hazards Storage of Hazardous Substances Setting and Analysis: The storage of on-site hazardous substances will be limited to No . 2 Diesel fuel to be used by the small (Bobcat-type) front-end loaders in the contaminated soil stockpile area and treated soil storage area. The fuel will be stored in a 200-gallon above-ground tank in a diked area near the wash pad area. The diked area will be of sufficient size to contain the fuel should spillage or tank leaks occur. Mitigation Measure: a. An above-ground fuel tank building permit should be obtained from the City of Stockton Building Division along with approval from the City of Stockton Eire Department. Need for Emergency Plans Setting and Analysis: As part of the operational aspects of the project, the Applicant has prepared a Health and Safety Plan which ad- dresses hazard assessment , training requirements, medical requirements, personal protective control measures, monitor- ing procedures, decontamination procedures, disposal proce- dures, site work practices and site security. As required by the San Joaquin County Office of Emergency Services (OES) , an Emergency Business Plan was prepared and filed with OES on July, 16 , 1990 . This plan specifies notification and emergency procedures, evacuation proce- dures, leak and spill control procedures, and an inventory of on-site chemicals. Mitigation Measure: a. An Updated Emergency Business Plan should be filed with the San Joaquin County Office of Emergency Services. 8 . Utilities and Public Services Sewer Service Setting and Analysis: The project will discharge wash water from the contaminated soil unloading ramp and rain water from the contaminated soil stockpile area into the City of Stockton municipal sewer system. As proposed by the Applicant , this wastewater will be pre-treated for oil/water separation prior to dis- charge .
