Memo From the Desk of DIANE HINSON <br /> REHS <br /> To: Fred Kaufman, Program Manager/Unit II <br /> Date: August 27, 1991 <br /> Subject: OGDEN ENVIRONMENTAL,STOCKTON SOILS TREATMENT FACILITY <br /> SITE CHRONOLOGY <br /> In preparation of our joint meeting tomorrow afternoon, I have researched our file of the above referenced <br /> facility to provide you and your staff in the Solid Waste program historical information of the 1987/88 <br /> underground storage tank removal and site investigation. <br /> Meinfelder Sr Associates prepared a report entitled"Soil and Ground Water Investigation"dated April 8, 1987 <br /> (attachment #1) of which the Regional Board reviewed and commented (attachment #2). The Meinfelder <br /> report documented some "varying levels of dissolved constituents in the two monitoring wells" which were <br /> drilled around the former underground fuel oil storage tank (attachment #3). <br /> Prior to Ogden's remediation of the contamination from the underground fuel oil storage tank,Attachment <br /> #4 is a copy of a mutual agreement detailing conditions placed on the sites' remedial activities. Regional <br /> Board accepted the mutual agreement as the lead agency for the clean up. Subsequently, Ogden contracted <br /> with McClelland Engineers to perform large scale dewatering to facilitate excavation of the contaminated soils <br /> around the underground fuel oil storage tank (attachment #5 and #6). <br /> Attachment #7 is a copy of the variance issued from the Department of Health Services for the Circulating <br /> Bed Combustor. <br /> Ogden's contractor, McClelland Consultants, prepared a "Post-Remediation Compliance Groundwater <br /> Monitoring" plan (attachment #8). The site figure illustrates the location and number of dewatering wells <br /> originally installed. <br /> The excavation activity and the quarterly sampling of the monitoring wells surrounding the underground fuel <br /> oil storage tank was supervised by Mr. Gordon Boggs. Attachment #9 is the closure letter issued by the <br /> Regional Board. <br /> In compliance with the Land Discharge Section of the Regional Water Quality Control Board,attachment#10 <br /> is the monitoring plan for the stockpiled soil from the underground fuel oil storage tank excavation. <br /> SUMMARY <br /> Mr. Jon Marshack's comment letter to Ogden dated August 15, 1991 instructs Ogden to investigate the <br /> petroleum hydrocarbons detected in all 3 monitoring wells and to prove that the occurrence is not related to <br /> the soil stockpile. <br /> �Op� <br />
