Memo to Fred Kaufman <br /> August 27, 1991 <br /> Page Two <br /> We agree that Ogden should investigate the hydrocarbon detection. Furthermore, we believe that the <br /> investigation will provide data identifying the source; whether it be the stockpiled soil, contamination <br /> remaining from the underground fuel oil storage tank,or contamination from an off-site source. <br /> The extent and intensity of the dewatering activity may well have influenced groundwater gradient. It has been <br /> noted on McClelland Engineering's early monitoring reports that the groundwater gradient shifted from north <br /> to northeast (Attachment #11). Additionally, McClelland Engineering stated in their report entitled <br /> 'Additional Proposed Monitoring Wells'dated June 1, 1988 "representatives of the Regional Water Quality <br /> Control Board and the San Joaquin Local Health District have expressed their concern that groundwater <br /> dewatering at the former Tillie Lewis Foods cannery may alter local groundwater gradients such that <br /> contaminated groundwater from the former Carnation site [currently known as Silgan,Inc.] may migrate onto <br /> the subject property" (attachment #12). <br /> Due to the September 5, 1991 deadline of the CEQA procedures, we encourage your Solid Waste program <br /> to instruct Ogden to comply with Regional Board's requirement of August 15, 1991 as soon as possible. <br /> Attachments <br /> c: Laurie Cotulla, Program Manager/Unit IV [w/o att.] <br /> c: File: 1405 S.
