Maximum <br /> combustor feed rate shall not exceed 10,000 pounds/hr. <br /> --7. Only contaminated soil ..shall be treated as identified in the Final <br /> Remedial Plan dated May 1988. <br /> 8. A plan to control fugitive emissions from the storage and handling of <br /> the contaminated soil at the site shall be submitted to DHS for approval <br /> prior to commencing this project. -- <br /> 9. Fugitive emissions shall be controlled from the combustion zone by: <br /> a) Keeping the combustion zone totally sealed against fugitive <br /> emissions; or <br /> b) Maintaining a combustion zone pressure lower than atmospheric <br /> pressure. <br /> 10. The baghouse must be utilized and properly maintained (proper cleaning, <br /> no holes in the fabric, etc.) . The maximum pressure drop across the <br /> baghouse shall. be 12 inches of water. <br /> 11. Unless this variance dictates otherwise, the facility shall be operated <br /> in accordance with the Thermal Treatment System Operations Plan dated <br /> June 1988. <br /> C. Monitoring <br /> 1. The combustion gas temperature shall be measured and recorded <br /> continuously, at the combustor outlet with a Type K shielded <br /> thermocouple. The thermocouples and temperature sensing systems shall <br /> be. tested for continuity at least once each month. <br /> 2. An indicator of combustor gas residence time shall be monitored and <br /> recorded continuously. The calculation of combustor gas residence time <br /> shall be based upon the superficial combustion gas velocity, as measured <br /> by the input rates of primary and secondary air, fuel and waste; <br /> buoyancy effects due to the combustion temperature; and the combustor <br /> height of 34 feet. <br /> 3. The combustion exit gas carbon monoxide concentration shall be monitored <br /> and recorded continuously. The carbon monoxide analyzer and related <br /> equipment shall meet the specifications within 40 C.F.R. 60, Appendix B, <br /> Performance Specification 3, and shall be calibrated at least once each <br /> day. <br />
