Mr . William S . Rickman Page 3 July 29, 1988 6. No more than 8,500 tons of contaminated soil shall be treated. Maximum combustor feed rate shall not exceed 10,000 pounds/hr. --7. Only contaminated soil ..shall be treated as identified in the Final Remedial Plan dated May 1988. 8. A plan to control fugitive emissions from the storage and handling of the contaminated soil at the site shall be submitted to DHS for approval prior to commencing this project. -- 9. Fugitive emissions shall be controlled from the combustion zone by: a) Keeping the combustion zone totally sealed against fugitive emissions; or b) Maintaining a combustion zone pressure lower than atmospheric pressure. 10. The baghouse must be utilized and properly maintained (proper cleaning, no holes in the fabric, etc.) . The maximum pressure drop across the baghouse shall. be 12 inches of water. 11. Unless this variance dictates otherwise, the facility shall be operated in accordance with the Thermal Treatment System Operations Plan dated June 1988. C. Monitoring 1. The combustion gas temperature shall be measured and recorded continuously, at the combustor outlet with a Type K shielded thermocouple. The thermocouples and temperature sensing systems shall be. tested for continuity at least once each month. 2. An indicator of combustor gas residence time shall be monitored and recorded continuously. The calculation of combustor gas residence time shall be based upon the superficial combustion gas velocity, as measured by the input rates of primary and secondary air, fuel and waste; buoyancy effects due to the combustion temperature; and the combustor height of 34 feet. 3. The combustion exit gas carbon monoxide concentration shall be monitored and recorded continuously. The carbon monoxide analyzer and related equipment shall meet the specifications within 40 C.F.R. 60, Appendix B, Performance Specification 3, and shall be calibrated at least once each day.
