Mr . William S . Rickman
Page 4
July 29, 1988
4. The combustion exit gas oxygen concentration shall be monitored and
recorded continuously. The stack gas oxygen analyzer and related
equipment shall meet the specifications within 40 C.F.R. 60, Appendix B,
Performance Specification 3, and shall be calibrated at least once each
_ day.
5. The combustion exit gas total unburned hydrocarbon (measured as methane)
concentration shall be monitored and recorded continuously, in
accordance with 40 C.F.R. , Appendix A, Method 25A, and shall be
calibrated at least once each day.
6. The combustion exit gas carbon dioxide concentration shall be monitored
and recorded continuously. The carbon dioxide analyzer and related
equipment shall meet the specifications within 40 C.F.R. 60, Appendix B,
Performance Specification 3, and shall be calibrated at least once each
day.
7. The contaminated soil feed rate shall be monitored and recorded on an
hourly basis.
8. Sampling and analysis of the contaminated soil, the "treated" soil, and
the combustion gas shall be performed per Table 1 (enclosed) using ._ ._
- methods defined in the U.S. EPA's document SW-846, 3rd Edition,
November, 1986.
D. Demonstration Test
1. The demonstration test shall be performed in accordance with the
Circulating Bed Combustor System Field Performance Assessment Test Plan
dated July 1988.
2. Sampling and analysis of the contaminated soil, the "treated" soil, and
the combustion gas shall be performed per Table 1 (enclosed) using
methods defined in the U.S. EPA's document SW-846, 3rd Edition,
November, 1986.
3- Quality control/assurance .shall be performed as defined in SW-846, 3rd
Edition, November, 1988.
4. Two of the most prevalent identifiable species in the feed shall be
identified before the test. In addition, compounds will be chosen by
the Department on the basis of carcinogenic traits. These same species
will be sampled and analyzed during the test, as well as two other
(Products of Incomplete Combustion) species to be identified in the
combustion gas. The two most prevalent identifiable species in the feed
shall also be sampled and analyzed in'the solid ash, as outlined in the
Sampling and Analysis Protocol dated June 1988. If there are not
