In a letter to Mr. Barnes from the San Joaquin County Environmental Health <br /> Department (SJC/EHD) dated August 6, 2002, it was requested that a CAP be prepared and submitted to <br /> by September 30, 2002. At the time of the request, there was no budget in place to proceed with this <br /> .work,-and the project was being-transferred-due to staff changes within Clearwater.
