OI' /ehd Margaret Lagorio, REHS <br /> � / F O R � �g 9 Robert McClellon, REHS <br /> Phone: (209) 468-3420 Jeff Carruesco, REHS, RDI <br /> Fax: (209) 464-0138 Kasey Foley, REHS <br /> April 6 , 2009 <br /> Floyd Barnes <br /> 9477 Fountain Valley <br /> Stockton , CA 95209 <br /> Subject: Barnes Trucking SITE CODE : 2506 <br /> 1817 Fresno Avenue <br /> Stockton , CA 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed a letter <br /> dated April 1 , 2009 , submitted on your behalf by Clearwater Group (Clearwater) and <br /> has the following comments . <br /> In the letter you request EHD approval of a six-month suspension in site monitoring and <br /> remediation system operations and maintenance activities at the above subject <br /> contaminated underground storage tank (UST) site due to financial difficulties. You state <br /> that following the six-month time period a full round of monitoring and sampling of the <br /> groundwater monitoring wells will be conducted , but that no second or third quarter <br /> 2009 groundwater monitoring and sampling will be done . Decisions on how to best <br /> proceed toward site- closure-will—be made following review of the post-rebound test <br /> groundwater analytical results , <br /> In a phone conversation with Clearwater on March 30 , 2009 , the EHD agreed to <br /> cessation of the oxygen infusion remediation system for a six-month rebound test. <br /> However, the EHD does not approve conducting no groundwater analysis for that <br /> period . Groundwater monitoring well MW-513 has historically had the highest <br /> concentrations of dissolved contamination . The concentrations in MW-513 have had <br /> extreme fluctuations , especially for the past two years , which indicates the plume may <br /> not be stable . The EHD approves reducing wells MW- 1 , MW-2 , MW-3 , MW-4 , MW-6 <br /> and SVE- 1 to an annual sampling schedule. Wells MW-56 , MW-7 , MW-8 and AS- 1 can <br /> be temporarily reduced to a semi-annual schedule . These wells were last sampled <br /> during the first quarter of 2009 , so should be sampled again before the end of the third <br /> quarter of 2009 , <br /> The EHD is aware of the current economic situation with the State Water Resources <br /> Control Board Cleanup Fund and the difficulties it imposes for responsible parties <br /> continuing to investigate their sites . Please note that the California Code of Regulations , <br /> Title 23 , Section 2652 (copy enclosed ) requires owners of contaminated underground <br />
