STRATUS <br /> cMV RONMEi 1tA1, IPS", <br /> 3330 Cameron Park Drive Suite 550 Cameron Park CA 95682 <br /> Phone: (530) 676-6004 � Fax (530) 676-6005 <br /> PUBLIC NOTICE FOR IMPLEMENTATION OF CORRECTIVE ACTION <br /> Former Barnes Trucking Facility, 1817 South Fresno Avenue, Stockton, California <br /> Background <br /> Motor vehicle fuels were released to the subsurface at the subject property from a historical <br /> underground storage tank (UST) fuel storage system and San Joaquin County Environmental <br /> Health Department (SJCEHD) currently regulates an environmental case at the property relating <br /> to this condition. Beginning in the 1990's, work has been completed to assess and monitor <br /> contaminant levels in the subsurface. This work has indicated that petroleum hydrocarbons <br /> impact shallow soil and groundwater; groundwater levels beneath the property are currently at <br /> approximately 10 feet below surface grade. A plume of impacted groundwater extends east- <br /> southeastward across the Fresno Avenue right-of-way at relatively low concentrations not thought <br /> to pose a significant health hazard. Since the initial site investigations, several cleanup efforts <br /> have been completed at the subject property, however contaminant levels in onsite groundwater <br /> remain above levels that will allow SJCEHD to close this environmental case. Although human <br /> health and water wells are not known to be threatened from the fuel release, SJCEHD has <br /> directed that additional site cleanup work be performed. In response to this request, Stratus <br /> Environmental, Inc. (Stratus), working on behalf of the former Barnes Trucking facility, <br /> developed a plan to remediate the property to a condition that will allow for closure of the site <br /> under the criteria of the State Water Resources Control Board' s `Low Threat Closure Policy' for <br /> underground fuel release environmental cases. <br /> Proposed Corrective Actions <br /> Stratus has developed a cleanup plan that consists of injecting ozone, a strong oxidant, into the <br /> shallow groundwater interval through a network of injection wells. Application of ozone results <br /> in a chemical reaction that can degrade petroleum hydrocarbons to carbon dioxide and water. <br /> Ozone will be injected within the area of the site with the highest remaining concentrations of <br /> petroleum hydrocarbons in groundwater. Groundwater samples will be collected from <br /> monitoring wells located near the injection area to evaluate remedial performance. The project <br /> will initially be implemented for a period of four months (pilot scale); if the technology appears <br /> effective and further remediation is warranted, the remediation period will be extended. Reports <br /> will be submitted to SJCEHD at a minimum of once per quarter in order to provide the agency <br /> with information to enable timely oversight of the Cleanup. <br /> Further Information and Public Comment Opportunity <br /> Between March 16 and April 16, 2015, SJCEHD will be accepting public comments regarding <br /> the proposed Corrective Action.
