(FCE), on behalf of Bear Creek <br /> Winery to meet requirements of Waste Discharge Requirements (WDRs) Order R5-2016-0031. <br /> Provisions H.1.f. of the WDRs states that: <br /> By 1 April 2017, the Discharger shall submit a Pond Design Work Plan and Construction <br /> Quality and Assurance Plan. The Pond Design Work Plan shall specify the number and <br /> size of trickling filters. The Pond Design Work Plan shall also specify the final design of the <br /> new wastewater storage ponds and liner systems, including complete pond geometry, liner <br /> materials, liner thickness, seaming methods, and details of anchorage and typical <br /> penetrations. The Construction Quality and Assurance Plan shall describe the specific <br /> construction quality assurance procedures and test methods that the Discharger proposes <br /> to ensure and verify that the liner subgrade preparation, installation and seaming will <br /> comply with the specifications; the entire liner is tested following installation to verify that all <br /> seams and liner penetrations are leak-free at the time of acceptance; and the entire liner is <br /> inspected for visible material defects and construction damage such as holes or tears prior <br /> to acceptance. The Construction Quality and Assurance Plan shall also specify the means <br /> and methods to evaluate integrity of all geosynthetic liner systems for future maintenances. <br /> Based on a review of the work plans, we have the following comments: <br /> 1) The Pond Design Work Plan proposed to install with 36-mil reinforced polyethylene liner in <br /> the two ponds. Based on our experience observing other similar pond liner systems in the <br /> Central Valley, 60-mil high density polyethylene is recommended for longer term reliability. <br /> 2) The Construction Quality and Assurance Plan does not specify the means and methods to <br /> evaluate integrity of all geosynthetic liner systems for future maintenances and does not <br /> meet the requirements of Provision H.1. f of the WDRs. <br /> KARL E.
