Central Valley Regional Water Quality Control Board RECrIVED 10 August 2016 4UG 12 2016 Mr. Michael KulukjianENVIRON 1ENTgL H Bear Creek Winery PERMIRSERVWC S 11900 North Fury Road Lodi, CA 95240 REVIEW OF MONITORING WELL INSTALLATION WORKPLAN AND REQUEST FOR ADDENDUM, BEAR CREEK WINERY, SAX-JOAQWN COUNTY The discharge of industrial wastewater from the Bear Creek Winery in San Joaquin County is regulated by Waste Discharge Requirements (WDRs) Order R5-2016-0031. Board staff has reviewed the 8 July 2016, Additional Monitoring Well Installation Workplan (Workplan). The Workplan was submitted in accordance with Provision H.1. a. of the WDRs. This provision requires the Discharger to submit a workplan for installing at least one background groundwater monitoring well up-gradient of all existing and planned land application areas. Based on staff's review, the Workplan is incomplete as it does not contain all of the information required by Attachment D of Order R5-2016-0031 (Requirements for Monitoring Well Installation Workplans and Monitoring Well Installation Reports (enclosed)) and some of the proposed well construction details require modification and or clarification. Therefore, prior to installing the groundwater monitoring well the Workplan must be revised to address the following items: 1. The proposed background groundwater monitoring well MW-8 must be relocated outside of the proposed land application area, such that it is not influenced by the discharge of wastewater to the land application area. 2. The Workplan states that the sand pack will extend five feet above the top of the screened interval or above the water table, whichever is higher. The monitoring well should be constructed such that the proposed ten to twenty foot well screen intersects the water table and the filter pack should not extend more than five feet above the screen interval. 3. The bentonite pellets used for the transition seal should be hydrated prior to placement of the annular seal. 4. The Workplan states that the well, which is anticipated to be completed to a depth of 120 feet below ground surface will be developed by surging with a 20-foot 3-inch PVC bailer. The propose bailer diameter exceeds the diameter of the monitoring well. Please correct the size of bailer to be used and based on the anticipated depth of the well, the workplan should be revised to describe alternative development methods (i.e. pump).
