w <br /> Mr. Paul Lambert - 3 - 26 November 2014 <br /> background value, the cleanup goal for nitrogen in groundwater is 45 mg/L nitrate as <br /> nitrate and 1.5 mg/L ammonium. <br /> In regards to reaching a remediation endpoint, Central Valley Water Board recognize <br /> that groundwater extraction has reached its effective endpoint when concentrations <br /> appear to be unchanging, but do not concur that unchanging concentrations represent <br /> the end of site remediation. Central Valley Water Board staff can recommend no further <br /> action for a site when the following have been achieved: <br /> • Soil source areas have been remediated and are not threatening surface or <br /> groundwater quality. <br /> • All affected water-bearing zones have been identified and addressed. <br /> • In the absence of active remediation, declining concentrations are observed in <br /> monitoring wells such that water quality objectives are expected to be met within a <br /> reasonable period of time. <br /> When these elements are met, Ripon Farm Service should prepare a Closure Report for <br /> Central Valley Water Board staff review. <br /> Conditional Concurrence <br /> Central Valley Water Board staff conditionally concur with the Extraction Work Plan <br /> provided Ripon Farm Service implement the following changes. <br /> • Groundwater remediation is considered complete water quality objectives will be met <br /> in a reasonable amount of time, or background concentrations are met, if background <br /> concentrations are greater than the water quality objectives. <br /> • Through the end of the equilibrium period, provide monthly data submittals including <br /> nitrate and ammonium concentrations, TDS, and flow rate from extraction wells, the <br /> blending tank, and the non-potable water supply input point.
