California Regional Water Quality Control Board, Central Valley
Region (Central Valley Water Board) can permit this type of remediation through Ripon Farm
Services' enrollment in General Order No. R5-2008-0149, the Waste Discharge Requirements
permit for in situ remediation of nitrogen in groundwater (General Order). Genesis initiated the
application for enrollment in the General Order by providing the Treatability Study Work Plan
dated 10 May 2012 (which includes the Notice of Intent), the Revised Figure 10 and
Contingency Plan Commitment dated 16 August 2012, and payment of the application fee of
$3,422 dated 23 August 2012. Central Valley Water Board staff has determined that the
application for enrollment in the General Order is complete.
On 30 August 2012, Central Valley Water Board staff transmitted a draft Monitoring and
Reporting Program and a draft Notice of Applicability to Genesis, and posted the draft
documents and the fact sheet on its internet site. Meanwhile, Genesis Engineering is circulating
the fact sheet to the interested parties. These actions commence the 30-day public comment
period. It is anticipated that about two weeks following the close of the public comment period,
Genesis may begin with the treatability study pilot project. However, if substantial comments
are received, the project may be delayed beyond the starting time until significant concerns are
adequately addressed.
If you have any questions, you may contact me by telephone at (916) 464-4680 or by email at
aterrell@water oards.ca.gov.
AMY ERRELL
Private Sites Cleanup Unit
cc: Mr. Kevin Werner, City of Ripon, Ripon
Mr. Nuel Henderson, San Joaquin County Environmental Health Dept., Stockton
Mr. Paul Lambert, Genesis Engineering & Redevelopment, Ripon
KARL E.
