(AGE), on your behalf for the above-referenced site.
In the Report, AGE presented groundwater monitoring data and analytical results for
groundwater samples collected on 28 February 2012, data collected from operating the soil
vapor extraction (SVE) system, and reported on efforts to perform in-well air sparging using
two different techniques during the fourth quarter 2011 and first quarter 2012. In the Work
Plan, AGE proposed installing an in-situ air sparging (IAS) system to inject air into soil vapor
extraction wells VW-5C, screened between 45 and 55 feet below surface grade (bsg) and
VW-2B, screened between 44 and 54 feet bsg, and modifying the SVE system to
accommodate the proposed IAS system.
By letter dated 16 April 2010, the EHD had directed that a work plan be submitted for the
collection of soil gas samples in the area of MW-5 where high concentrations of benzene and
total petroleum hydrocarbons (TPH) as gasoline had been detected in groundwater samples.
By letter dated 02 July 2010, the EHD had extended the date for submitting the soil gas
sampling work plan from 01 June 2010 to 30 July 2010; and by letter dated 11 October 2010,
the EHD had directed that the referenced work plan be submitted within thirty days of the date
of that letter. In that same letter, the EHD had approved Remedial Action Work Plan — In-well
Air Sparging, dated 02 September 2010, and had stated that if the initial results from the
IAS/SVE system were favorable, then proceed to submit a work plan to install additional
extraction wells with in-well air-sparging points in the southeast area of this site near
monitoring wells MW-4, MW-5 and MW-8.
By email dated 29 October 2010, AGE responded to the EHD directive to submit a work plan
to collect soil gas samples. Instead of submitting a work plan, however, AGE presented
reasons why "soil vapor sampling within shallow soil is not warranted at the site." The EHD
