RIO <br /> Human Health Risk Assessment <br /> Former Mobil Oil Bulk Plant 04-343 <br /> 500 East Grant Line Road <br /> Tracy, California <br /> compared to allowable State and Federal levels and determined to be ielow levels defined by <br /> the State of California and the United States Environmental Protectioli Agency as significant. <br /> Therefore, no significant human health risks are anticipated with the current or potential future <br /> site uses evaluated in this assessment. <br />' A final remediation plan involving quarterly ground water monitoring ,-as proposed as a means <br /> of assessing potential impacts of residual petroleum hydrocarbons - human health and the <br />' environment. The remediation plan is consistent with the general gu Jelines of the California <br /> Leaking Underground Storage Tank Field Manual. Furthermore, renw-dial activities conducted <br /> to date have remediated soils to the maximum extent possible and rt.,idual concentrations of <br />' petroleum hydrocarbons do not pose a significant human health . sk. In evaluating the <br /> applicability of the proposed remediation pian, the following factors ure considered: <br /> • Considerable diligence and financial resources (over $ 800 ,00) have been allocated <br />' to characterize and remediate soil and ground water. Furthermc_:,, remediation activities <br /> conducted to date have removed significant quantities of petrel um hydrocarbons from <br /> soil and ground water. <br /> • No liquid-phase hydrocarbons have been observed in grounrl mater or soil during site <br />' investigations. <br /> • Potential human health risks associated with current site condi ions and potential future <br /> site uses are below de minimis or acceptable levels as est' ,lished by the State of <br /> California and the United States Environmental Protection Agency. <br /> • Inorganic chemical and physical characteristics of ground water beneath the site <br />' indicate that ground water quality is not sufficient to support nomestic use. <br /> • Remediation of either ground water or soil is limited by tf: o-knological and financial <br /> considerations. <br />' • The immediate area surrounding the subject site is zoned for cr.Enmercial/industrial and <br /> agricultural use. <br /> 30-0136-11 <br />� 7-2 <br /> r <br />
