F CHRONOLOGY <br /> Mobil Bulk Plant <br /> 500 East Grant Line <br /> INAW Tracy CA 95376 <br /> Site Code: 1968 <br /> The site is currently a vacant lot owned by OK and B Partnership, Buzz Oates Enterprises, Tracy Venture. The San <br /> Joaquin County APN is 250-020-03. The site was the location of a former Mobil bulk facility. There were 4 <br /> aboveground storage tanks and two underground storage tanks,a 550 gallon waste water tank(39-1968-1)and a 1,000 <br /> gallon waste water tank(39-1968-2). The waste water tanks were used to store gasoline and diesel which was surface <br /> runoff/rinsate. <br /> 1985 <br /> 06-26-85 Tracy Fire Incident report indicated that upon arrival 350 gallon of super unleaded gasoline was on <br /> the pad of the Tracy Bulk Plant. Assistance was requested and the gas was smothered with protein <br /> foam. The gas was not able drain into the tank under the pad. Tracy Fire had to use the pickup to <br /> pump the fuel into the drainage tank. It appeared to be an improper cement pad since it did not allow <br /> the proper drainage of fuel into the drainage tank. Tracy Fire strongly recommended that the pad be <br /> re-poured to improve the drainage. <br /> 10-11-85 Written referrals were made to the Central Valley California Regional Water Quality Control Board <br /> and to the Department of Health Services, Toxic Substances Control Division, indicating that a <br /> compliant received was justified. The complaint was that Supreme Unleaded Gas and Diesel Fuel <br /> residue accumulated onto soil as a result of delivery spills. The area of spill was estimated to be 20 <br /> square feet. <br /> 1986 <br /> 01-16-86 A Notice to Abate was issued to Mobil indicating that John Broggi was the Consignee. The violation <br /> listed was Disposal of Hazardous Waste at a point not authorized(Violation of the Health and Safety <br /> Code: Section 25189(c). Recommendations were made to excavate contaminated soil and have it <br /> hauled by a registered hazardous waste hauler to an approved Class I landfill, submit manifests, and <br /> backfill with clean fill. Also recommended was to install a monitoring well under PHS/EHD permit <br /> to first water to define the extent of contamination. The Notice indicated that the correction of the <br /> violation should be made by February 11, 1986. <br /> 02-20-86 PHS/EHD correspondence indicated that on September 25, 1985 an investigation by PHS/EHD staff <br /> revealed evidence of an unauthorized release of hazardous materials. PHS/EHD requested the <br /> submittal within 30 days of a work plan for investigation. <br /> 03-04-86 Mobil correspondence to PHS/EHD referencing a meeting on February 26, 1986 at the site. Mobil <br /> indicated that they would excavate contaminated soil in the direct proximity of the truck loading area, <br /> utilize existing 6 inch wells on the property for groundwater sampling and complete site assessment <br /> of the area near the plant. <br /> 03-18-86 Mobil correspondence included a work plan to do further investigation. The work plan was prepared <br /> by Kaprealian Engineering and dated March 6, 1986. <br /> 05-12-86 PHS/EHD received complaint#86-910. <br /> 06-06-86 Application received to remove an underground storage tank and to install an underground storage <br /> %Aw, tank. The application was prepared by Stockton Service Station Equipment Company. The tank <br /> removed was described as a 550 gallon over fill tank which contained gas and diesel. <br /> 06-24-86 PHS/EHD observed the removal of the 550 gallon gas/water underground storage tank. No strong <br /> odors evidencing contamination was noted in the soil, The tank appeared to be in good condition with no obvious holes <br />
