The dates of sample collection were April 14, 1986 and July 7, <br /> 1986, <br /> 08-01-86 PHS/EHD observed the installation of a spill catch basin, dual wall piping - metal primary and <br /> fiberglass secondary, tank pressure test and line pressure test, and a 1,000 gallon dual wall tank <br /> (fiberglass). The annular space monitor and panel not yet installed. <br /> 1988 <br /> 03-09-88 Complaint#88-0390 abated. Heavy fumes not observed during an inspection, <br /> 05-05-88 PHS/EHD Notice of Administrative Hearing sent to Mobil regarding a violation of the Health and <br /> Safety Code 25293 <br /> i <br /> 05-24-88 PHS/EHD correspondence indicating that a written monitoring program and response plan had not <br /> been received for the 1,000 gallon underground storage tank which was installed in 1986. The <br /> precision test results done at the time of installation had not been submitted either. <br /> 06-20-88 PHS/EHD approved with changes the removal of a 1,000 gallon rinse water tank. The application <br /> and removal plan fees were paid by Stockton Service Station Equipment Company. <br /> 08-23-88 PHS/EHD observed the removal of a 1,000 gallon fiberglass tank in good condition with steel piping <br /> in poor condition. Strong odors were evidenced in samples collected beneath the tank and piping. <br /> Tank samples were collected at,10 and 15 feet. The piping sample that was collected at 12.5 feet was <br /> a water sample.Limited excavation also occurred on this date. <br /> 10-18-88 PHS/EHD received the Kaprealian Engineering report dated August 30, 1988 which documented the <br /> removal of the 1,000 gallon underground storage tank. The site history indicated that the site was in <br /> the process of being terminated as a bulk fuel plant. The report indicated that the tank was removed <br /> on August 22, 1988; however,PHS/EHD staff had indicated that the tank was removed on August <br /> 23, 1988. The tank removed was double walled fiberglass. <br /> 10-20-88 Unauthorized Release/Contaminated Site Report filed this date. <br /> 10-21-88 Proposition 65 Notification#88-0193 filed this date. <br /> 11-21-88 Permit#88-3108 issued for six soil borings. Three on the north side of the site and three on the south <br /> side of the site. The permit was also finaled on this date. <br /> 1989 <br /> 04-17-89 CVRWQCB correspondence commented on the proposed work plan which was dated February 22, <br /> 1989. The CVRWQCB comments indicated that the proposed work was limited considering the that <br /> TPH concentrations as high as 2,900 ppm were detected in soil samples from boring drilled on <br /> November 21, 1988. The plan did not propose a downgradient monitoring well. Not enough <br /> information regarding Kaprealian's purging procedures was provided and the CVRWQCB included <br /> minimum purging procedures.' The CVRWQCB requested that samples be collected from El, E2, <br /> and E3, if the wells were still present. A revised work plan should be submitted by May 8, 1989. <br /> The preliminary report is to be submitted by June 23, 1989 <br />
