0
,e
3
500 East Grant Line Road
Chronology Page 208/04/97
noted.
f Note: Laboratory results of sampling not located within the file; however, a PHS/EHD phone
entry dated July',1:, 1986 indicated that contamination was evidenced up to 150 ppm TPH
and lead up to 47 ppm. The dates of sample collection were April 14, 1986 and July 7,
1986,
08-01-86 PHS/EHD observed the installation of a spill catch basin, dual wall piping - metal primary and
fiberglass secondary, tank pressure test and line pressure test, and a 1,000 gallon dual wall tank
(fiberglass). The annular space monitor and panel not yet installed.
1988
03-09-88 Complaint#88-0390 abated. Heavy fumes not observed during an inspection,
05-05-88 PHS/EHD Notice of Administrative Hearing sent to Mobil regarding a violation of the Health and
Safety Code 25293
i
05-24-88 PHS/EHD correspondence indicating that a written monitoring program and response plan had not
been received for the 1,000 gallon underground storage tank which was installed in 1986. The
precision test results done at the time of installation had not been submitted either.
06-20-88 PHS/EHD approved with changes the removal of a 1,000 gallon rinse water tank. The application
and removal plan fees were paid by Stockton Service Station Equipment Company.
08-23-88 PHS/EHD observed the removal of a 1,000 gallon fiberglass tank in good condition with steel piping
in poor condition. Strong odors were evidenced in samples collected beneath the tank and piping.
Tank samples were collected at,10 and 15 feet. The piping sample that was collected at 12.5 feet was
a water sample.Limited excavation also occurred on this date.
10-18-88 PHS/EHD received the Kaprealian Engineering report dated August 30, 1988 which documented the
removal of the 1,000 gallon underground storage tank. The site history indicated that the site was in
the process of being terminated as a bulk fuel plant. The report indicated that the tank was removed
on August 22, 1988; however,PHS/EHD staff had indicated that the tank was removed on August
23, 1988. The tank removed was double walled fiberglass.
10-20-88 Unauthorized Release/Contaminated Site Report filed this date.
10-21-88 Proposition 65 Notification#88-0193 filed this date.
11-21-88 Permit#88-3108 issued for six soil borings. Three on the north side of the site and three on the south
side of the site. The permit was also finaled on this date.
1989
04-17-89 CVRWQCB correspondence commented on the proposed work plan which was dated February 22,
1989. The CVRWQCB comments indicated that the proposed work was limited considering the that
TPH concentrations as high as 2,900 ppm were detected in soil samples from boring drilled on
November 21, 1988. The plan did not propose a downgradient monitoring well. Not enough
information regarding Kaprealian's purging procedures was provided and the CVRWQCB included
minimum purging procedures.' The CVRWQCB requested that samples be collected from El, E2,
and E3, if the wells were still present. A revised work plan should be submitted by May 8, 1989.
The preliminary report is to be submitted by June 23, 1989
