500 East Grant Line Page 4 <br /> The State Water Resources Control Board (SWRCB) adopted Resolution 68-16, <br /> Statement of Policy with Respect to Maintaining High Quality of Waters in <br /> California, which states that "...existing high quality will be maintained until it has <br /> been demonstrated to the State that any change will be consistent with maximum <br /> benefit to the people of the State, will not unreasonably affect present and <br /> anticipated beneficial use of such water and will not result in water quality less <br /> than that prescribed in the policies." Therefore, the water quality goal should be <br /> established to background levels. The site specific water quality goal may be re- <br /> evaluated if it is shown that attainment of background levels is unachievable, clean <br /> up levels must be set as close to background as technologically and economically <br /> feasible and must, at minimum, restore and protect all applicable beneficial uses <br /> of waters of the state. <br /> The SWRCB adopted Resolution 92-49, Policies and Procedures for Investigation <br /> and Cleanup and Abatement of Discharges under Water Code Section 13304, <br /> which outlines in formal format, the procedures and policies applicable to <br /> investigations, cleanup, and abatement activities. The periodic groundwater <br /> extract which occurred over a period of six months and removed a total of 11,195 <br /> gallons from AW3 and AW9, is not considered as a sufficient attempt to restore <br /> the groundwater quality beneath the site to background levels. <br /> As PHS/EHD stated additional characterization of the extent of residual soil <br /> contamination will be necessary prior to the preparation of a final remediation <br /> plan or to the evaluation of the site for closure.
