Ninth Bullet Item <br /> Mobil Oil has proceeded with the project in a reasonable and timely manner within the standards <br /> of good engineering practice and without compromising the requirements of the regulatory <br /> agencies and overall quality of the project. Available records and documents do not support Ms. <br /> Bice's contention that Mobil has been delaying the project. To the contrary, Mobil should be <br /> commended for it's effort in accommodating the requirements and concerns of the property <br /> owners while complying with applicable regulations. The SJPHS commented to Mark III in <br /> April 1992 that Mobil Oil was proceeding in a reasonable and timely manner. <br /> SPECIFIC COMMENTS <br /> Section 1.2, Pages 1-1 and 1-2 <br /> First Bullet Item <br /> A work plan issued by KEI on September 15, 1988, indicates that one, 1,000-gallon <br /> underground storage tank was removed from the site, and that soil samples were collected under <br /> the auspices of Captain A. C. Halford of the City of Tracy Fire Department on August 22, <br /> 1988. <br /> Second Bullet Item <br /> The purpose of this report was not to provide an exhaustive summary of all activities associated <br /> with the subject site. Data which was considered relevant to the completion of the health risk <br /> assessment, and which provided an overview of the site characterization and remediation <br /> activities was included in the prelude to the health risk assessment document. <br /> Third Bullet Item, First Paragraph <br /> The soil sampling activities described in Alton Geoscience's report dated December 14, 1990, <br /> were based on the requirements of the potential disposal facilities. The sampling program was <br /> designed to characterize the soil at two depth intervals; from ground level to 5 feet below grade <br /> (fbg) and from 5 to 10 fbg (depth to ground water). Two discrete samples were collected from <br /> each depth interval at each borehole. For the soil interval between ground level and 5 fbg, <br /> samples were collected at depths between 1 and 5 fbg. For the soil interval between 5 and 10 <br /> fbg, samples were collected at depths between 6.5 and 10 fbg. A total of 186 discrete samples <br /> were collected and composited into 12 samples. The samples were analyzed for total petroleum <br /> hydrocarbons (I'PH-D and TPH-G), benzene, toluene, ethylbenzene, and xylenes. Since the <br /> sampling results described in the December 1990 Alton Geoscience document were conducted <br /> on composited samples (as previously described), Geomatrix' statement that"high concentrations <br /> of diesel and gasoline were generally detected in samples collected from 9.5 to 10 feet" is false. <br /> 4 <br />
