GTI prepared a plan for additional site <br /> characterization work on October 13, 1995 which was approved on October 19, 1995. Over the <br /> next several months the conceptual plan for addressing the characterization of the soil and <br /> chemistry of this site changed several times as GTI worked with SJCEHD to evaluate the most <br /> cost effective investigative procedures to perform to provide adequate information for the risk <br /> evaluation and to determine if engineered remediation will have to be performed to protect human <br /> health and the environment. <br /> What resulted was a series of work plan addendum's as the thought processes evolved and the <br /> new direction was understood a little clearer. The work plan, addendum's and pertinent <br /> correspondence is enclosed. <br /> Proposed Direction of Project <br /> s to get this project into the remedial phase in soon <br /> Early in the process, Mr. McGranahan intend <br /> as possible. Therefore Mr. McGranahan requested a feasibility study be performed during this <br /> phase of the work, with the goal to request bids for site cleanup by Summer 1996 <br /> The work settled on was to drill 3 more boreholes and to collect geologic, geochemical, <br /> geotechnical/chemical data. This information can then be used in a risk evaluation to evaluate the <br /> fate and transport of the chemicals in the subsurface. The risk evaluation will begin with <br /> performing a basic R.BCA Tier 1 following the ASTM standard E 1739-95. If the site fails this <br /> evaluation, then GTI will work with SJCEHD to evaluate the next best step to take for evaluating <br /> the risk of leaving the gasoline in the soil. <br /> Proposed Bidding of Project <br /> To remain in compliance with the USTCFP, GTI has put out to bid the drilling, soil dispWal, <br /> chemical testing and geotechnical testing work that needs to be performed for site <br /> characterization. Because the unit costs for Geological Technics Inc. have been reduced from the <br /> earlier work, we believe it reasonable that our project planning and preparation, geologic logging, <br /> project supervision, report preparation is in line with the USTCFP guidelines. <br /> The bids for hollow stem auger the drilling, soil disposal, chemical testing and geotechnical testing <br /> are enclosed. These contractors were selected because they have demonstrated: <br /> • overall efficiency <br /> • the ability to perform work in a professional manner <br /> • the ability to keep in budget, unless unforeseen conditions change the scope of work <br /> Geological Technics Inc. accepts field support services and lab invoices and adds a 15% overhead <br /> fee. We then pay these charges and assist McGranahan in filling out the USTCFP reimbursement <br /> claim. Construction contractors will invoice McGranahan direct since Geological Technics Inc. is <br /> not a licensed contractor. <br />
