0 - aCTechnLs 2nc. y. Page 2 <br /> ranahan(Gawne Road) <br /> Cost Pre-Approval <br /> Project 251.3 <br /> December 14, 1998 <br /> Health Division (SJCPHSEHD) in the Geological Technics Inc. Tank Removal Report, 16865 <br /> Gawne Road, dated December 9, 1994. <br /> A subsurface investigation designed to define the vertical and lateral extent of the impacted area <br /> was proposed in the Geological Technics Inc. Site Characterization Work Plan dated March 14, <br /> 1995. The Work Plan was approved by the SJCPHSEHD on April 3, 1995. <br /> An initial subsurface investigation was conducted April 5 to 7, 1995 and a remobilization <br /> occurred on April 21, 1995. The results of this investigation indicated that the vertical extent, at <br /> or near the point of release, was defined. The lateral extent remained undefined to the north and <br /> east. This information was documented in the Geological Technics Inc. Soil Boring Installation <br /> Report dated May 12, 1996. <br /> In response to the investigation's findings, SJCPHSEHD directed that further site <br /> characterization work be performed in their March 27, 1996 correspondence. It was directed that <br /> additional geotechnical, geochemical, and soil gas data be collected-from a boring through native <br /> soil near the point of release. This additional information could be used to evaluate the fate and <br /> transport of the contamination and help determine if it would adversely affect human health or <br /> the environment. <br /> One vapor extraction well and three passive air recharge wells were installed in September of <br /> 1997. A VETS was installed at the site and ran from November 1997 to January 1998. <br /> Operation of the VETS was discontinued when it became apparent the original mass estimate <br /> calculations were in error and there is not as much mass of contaminant in the subsurface as <br /> originally thought. <br /> Proposed Direction of Project <br /> Mr. McGranahan is the Trustee in Bankruptcy for this property and needs to have this situation <br /> resolved as soon as possible. His goal is to start this work immediately and obtain site closure by <br /> spring of 1999. <br /> The work plan and county approval letter are attached. Also attached are the bid from the driller <br /> and correspondence from the Mr. Rowe. <br /> Proposed Bidding of Project <br /> To remain in compliance with the USTCFP, Geological Technics Inc. requested that V&W <br /> Drilling prepare a bid for drilling and installing the groundwater monitoring well. We have <br /> found V&W to be very cost effective for three primary reasons: <br /> • reasonable charge rate, <br /> • fast drilling equipment, <br /> • well trained crew. <br /> Estimated costs for performing the work, approved by SJCPHSEHD, have been included in our <br /> opinion of cost spreadsheet, which shows itemized cost for the tasks proposed. In an attempt to <br /> make this Pre-Approval flow smoothly, we have used the same unit costs for this work that has <br /> previously been approved by the USTCFP for other projects. <br /> Geological Technics Inc. accepts field support services and lab invoices and adds a 15% <br /> overhead fee. We then pay these charges and assist our Client in filling out the USTCFP <br /> reimbursement claim. Construction contractors will invoice our Client direct since Geological <br /> Technics Inc. is not a licensed contractor. <br />
