1_ --ed
4.6 Injury from Chemical Contaminants in the Soil and Water
Petroleum products, particularly gasoline, are the contaminants of concern at this site. Petroleum
products contain benzene, toluene, ethyl benzene, xylenes, and fuel oxygenates. Benzene is
.. considered to be carcinogenic to humans.
Contaminated soil can be recognized by its petroleum odor or its coloring. Soil may be a darker
.. color, greenish, or black, if petroleum contaminated soil is encountered. If contaminated soil is
encountered, and a detectable odor is noticed, diggings will stop in that area. Before any further
excavation can proceed, air monitoring for petroleum hydrocarbons will be conducted by a
qualified safety professional, using a PID (photo-ionization detector)or a FID (flame-ionization
detector). The Air Monitoring Program outlined below will be followed, and the Site Safety
Officer, with guidance from a qualified safety professional, will determine what level of protective
equipment the employees will wear, following guidelines in the Personal Protective Equipment
Section below.
+— If dusty conditions develop in the contaminated area, the ground will be wetted with water.
5.0 Air Monitoring Program
If petroleum hydrocarbons are detected, the air in the employees' breathing zone will be monitored
periodically for the presence of hydrocarbons with a PID or FID. If the PID/FID measures a level
of 5 ppm, for a sustained period of time (15 minutes),the following measures will be taken:
The adequacy of employees' protective clothing(respirators, suits, gloves, etc.)will be re-
evaluated.
If the PID/FID measure hydrocarbon levels above 50 ppm, in absence of benzene, employees must
'- wear respirators to continue on the job site. Before employees can wear respirators, a respiratory
protection program must be set up in accordance with Title & of the California Code of Regulation,
Section 5144 (including medical evaluation, fit testing, and training). Only employees with the
24/40 Hazwoper training will work in the area with the contaminated soil.
Respirators will continue to be work until the PID indicates total petroleum below 5 ppm.
5.1 Personal Protective Equipment
During routine work, employees will wear standard construction site clothing, including steel toe
boots, gloves, and hard hats. If contaminated soil is encountered, employees in contact with the
contaminated soil will wear Nitrile gloves, protective coveralls(cloth or Tyvek), and chemical
resistant boots {Level D). If air monitoring indicates petroleum contamination in the air,
employees must wear respirators, safety goggles, Tyvek suits (modified Level C), and other
personal protective equipment as determined by the Site Safety Officer.
The hazards and safe working practices for petroleum products that could be found in the soil are
summarized below:
Site-Specific Safety Plan 5 January 2004
LN
