r <br /> r b <br /> ' 2 1.2 Site Historic Activities <br /> The earliest record for the Site, obtained from the City of Tracy, was for December 1967, when <br /> Mr Ken Silva, the former property owner, applied for a permit to demolish a single family <br /> ' home This and other pertinent historical documents are provided in Appendix D <br /> ' Sometime between 1967 and 1969, the small building located at the southwest corner of the Site <br /> was constructed The 1,250 square foot building had a light wood framed construction with a <br /> ' metal roof covering (Appendix D) The building had no interior finish or floor covering over the <br /> concrete slab foundation The building was apparently used solely as a commercial tire facility <br /> There was a concrete pit located inside of the building to the right (east side) that was <br /> presumably used for performing tire changes and wheel alignments (Brenkwitz, 2003) A <br /> ' 1,500 square foot concrete paved parking lot was located east of the building (Jones, 2003) <br /> ' For about 25 years (1969 to 1994), Mr Clem Crystal operated the facility as the Grant Line <br /> Frame & Wheel Alignment Service(GLFWAS) Then from 1994 to 1998 the facility was <br /> ' operated by Mr Jaime Navarro and the name changed to Jimmy's Tire Shop In addition to the <br /> City of Tracy records,the Polk City Directory lists only these two commercial businesses as <br /> having occupied the Site (Appendix B) Based on the City of Tracy business license application, <br /> Jimmy's Tire Shop sold new and used tires and patched,plugged,mounted and dismounted tires <br /> (Appendix D) There were no hazardous wastes used at Jimmy's Tire Shop as identified in their <br /> San Joaquin County Hazardous Materials Disclosure Survey (Appendix D) It is believed that <br /> ' the GLFWAS facility provided similar services as Jimmy's Tire Shop in addition to performing <br /> frame and wheel alignments Based on this information the <br /> $ type of petroleum products used at <br /> the facility would have been limited to lubricating grease <br /> Jimmy's Tire Shop was a white building and had a large red name sign and tires affixed to the <br /> ' east side of the building (Bell, 2003) In 1998 the City of Tracy acquired a portion <br /> of the <br /> ' southern section of the Site property for the widening of West Grant Line Road (Brenkwitz, <br /> 2003) The portion of the Site acquired by the City of Tracy included approximately half of the <br /> ' tire facility building footprint as shown in Appendix E2 (CBA, 1998) The City of Tracy <br /> Site Assessment Report 4 <br /> 21 May 2003 <br /> TREADWELL&ROLLO,INC. <br />
