down (1930-1932), the two boilers and two purifiers were removed and sent to other PG&E
facilities. In 1934, the MGP was abandoned. In 1936 and 1958, Parcels B and C, respectively,
were acquired by PG&E. Since 1958, PG&E has continually owned and operated the entire
property(Parcels A, B and C).
2.4 SURROUNDING LAND USE
A Site inspection was conducted on December 13, 2007. At the time of the Site inspection,
surrounding land use was observed to be primarily commercial with some residential properties.
In general, prominent adjoining land uses are as follows:
North: Directly north of the Site is a PG&E electrical substation. Beyond the substation
is a mixture of commercial and light industrial properties; at the time of the Site
inspection, construction of what appeared to be additional industrial/commercial
buildings was occurring in this area.
East: Numerous commercial properties reside east of the Site in an
industrial/commercial park between the Site and MacArthur Boulevard. A
distributor of underground water, sewer, storm drain valves and fittings, R & B
Company, is located directly east of the Site.
South: Immediately south of the Site is a stormwater drainage channel that has been used
in the past as an irrigation channel. Beyond the stormwater channel is a vacant
field identified by PG&E as Hines Field. Further south, numerous commercial
businesses are present.
West: The Southern Pacific Railroad right-of-way is located immediately west of the
Site. Beyond the railroad to the west are the Fortifiber Manufacturing Plant and a
Shamrock Recycling asphalt/concrete recycling center. To the southwest of the
Site (south of Acacia Street) is a residential development.
The following facilities were identified in close proximity to the Site, within the specified search
radii of 0.25 mile. However, none of these facilities are located directly upgradient (south-
southwest) of the Site. It should be noted that only three of the following facilities (Clean
Chemical Systems, Inc., Depuy Orthotech and Fortifiber Corporation) are within the 0.25-mile
radius because the address for the Site is on Grant Line Road but the actual Site is located
approximately 0.4 mile south and is accessible via an access road from Grant Line Road.
• Puregro Company Unit 137 (9)1 is located at the northeast corner of MacArthur and
Pascadero Road approximately 0.97 miles northeast of the Site. This facility is listed in
the Resource Conservation and Recovery Act-Small Quantity Generator (RCRA-SQG)
database, which includes selective information on sites which generate, transport, store,
treat and/or dispose of hazardous waste as defined by the Resource Conservation and
Recovery Act (RCRA). The definition of a SQG is a facility that generates between 100
and 1,000 kilograms of hazardous waste per month. In addition to being in the RCRA-
The number in parenthesis is the EDR identification map identification number shown in the database report
(Appendix B).
PARSONS 13 FINAL RI REPORT-FORMER TRACY MGP
APRIL 2010
