Briners Inc. <br /> 17750 East Highway 4 <br /> Stockton, CA 95202 <br /> SMS BRINERS, SAN JOAQUIN COUNTY <br /> Enclosed is a copy of a report covering a recent inspection of your vegetable <br /> brining facility, and a memorandum which discusses your consultant's Technical <br /> Report of 25 October 1989. <br /> We appreciate your recent efforts to improve operations and to investigate the <br /> surface and ground water quality in the vicinity of your operations. However, <br /> monitoring data show you have a significant ground water pollution resulting <br /> from your waste disposal ponds and we are concerned with the slow pace of your <br /> investigation. We require you provide a Technical Report by 15 January 1990 <br /> which contains the following information: <br /> 1 . A time schedule and workplan detailing how the extent of ground <br /> water contamination will be determined. Well logs for the three new <br /> wells should be included. <br /> 2. A time schedule for closing or retrofitting the surface impoundments <br /> in conformance with Subchapter 15, Title 23, California Code of <br /> Regulations prior to 1 October 1990. <br /> 3. A sampling/analysis plan for ongoing ground and surface water <br /> quality monitoring (all sampling results for surface and ground water <br /> analyses shall be submitted on a monthly basis) . <br /> 4. A time schedule and a detailed plan for completing additional site <br /> improvements such as upgrading the AC pads for secondary containment, <br /> plumbing the tank rows, and complete conversion to bulk salt loading to <br /> provide source control prior to 1 October 1990. <br /> If the information requested is not submitted, or if it does not reflect a <br /> serious commitment by SMS Briners to investigate and resolve the pollution <br /> problems resulting from your operations, the Board may pursue appropriate <br /> enforcement actions. <br /> In addition, we expect SMS to compile sufficient information to enable SMS to <br /> make a decision this winter regarding the fate of its waste disposal <br />
