' t <br /> DRAFT <br /> NOTICE <br /> Consulting engineers, geologists and other professional <br /> firms experienced in the filed of underground storage tank <br /> corrective action work are being invited to submit bids to <br /> conduct a Preliminary Site Assessment and if necessary, a Soil <br /> and Water Investigation for Eraclis Tsirelas . The bidder <br /> selected will provide services, under contract, between July 1, <br /> 1994 through December 1, 1994 . <br /> A. Objective <br /> The objective of the work is to carry out a preliminary <br /> site assessment (PSA) at the site, and if necessary, a full <br /> soil and water investigation (SWI ) as they are defined in <br /> Section 2722 (a) of the California Underground Storage Tank <br /> Regulations (Title 23, Division 3, Chapter 16, California Code <br /> of Regulations) at 474 W. Grant Line Road, Tracy, California. <br /> Initially, this work will involve the collection of soil and <br /> possibly ground water data to be submitted ( in report form) to <br /> the San Joaquin County Public Health Service, Environmental <br /> Health Division (PHS/EHD) for determination of whether or not <br /> conditions exist that will warrant further investigation. Such <br /> conditions typically include: ( 1) evidence that there is <br /> significant (as defined by the PHS/EHD) soil pollution at the <br /> site; (2 ) evidence that surface or groundwater have been, or <br /> may be, affected by the release of fuel : ( 3) evidence that free <br /> product occurs at the site: (4) evidence that polluted soils <br /> are, or may be, in contact with surface or ground water; or (5) <br /> any other evidence which would cause the PHS/EHD to require a <br /> full soil and water investigation (SWI) . Site investigation <br /> work will also include any immediate cleanup that is necessary. <br /> B. Background <br /> The site is currently owned by Eraclis Tsirelas . Mr. <br /> Tsirelas currently leases the site to , who <br /> operates it under the fictitious business name of Wheel <br /> Country, a motorcycle repair shop. Mr. Tsirelas bought the <br /> property from Stephen Ormonde in August of 1984 . The property <br /> had been bought by Mr. Ormonde from Sophia Ligonis sometime in <br /> the late 1970 ' x, early 180 ' s . <br /> Originally, the property had been operated as a gasoline <br /> station. At the time the current owner bought the property, in <br /> 1984 , the gas station operations had been discontinued for a <br /> number of years . The last known operator of the site as a gas <br /> station was Mrs . Ligonis . <br /> After Mr. Tsirelas bought the property, on or about August <br /> -1- <br />
