PUBLIC HEALTH
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
4Z]FoR'
304 East Weber Avenue, Third Floor • Stockton, CA 93202
2091468-3420
ALEXANDER GILLILAND 'JUN 12 2001
19990 ALEXANDER AVE
ANDERSON CA 96007
RE: Gilliland Property SITE CODE: 2453
3776 W. Grantline
Tracy CA 95376
Notification is made herewith by San Joaquin County Public Health Services,
Environmental Health Division (PHS/EHD) that the above referenced site has been
assigned to the PHSIEHD Local Underground Storage Tank (UST) Oversight Program
for oversight of assessment and cleanup activities at contaminated UST sites. Previous
PHSIEHD correspondence, dated March 7, 1994, notified you that the level of
contaminants noted at the facility following the removal of three UST's exceeded
allowable regulatory limits.
On April 20, 1990 three UST's were removed from the site under permit and inspection
by PHSIEHD. Six soil samples and one grab water sample were collected from the
bottom of the former tank pit excavation. Analytical results of the soil samples were
}positive for petroleum hydrocarbons at levels up to 560 milligrams per kilogram (mg/kg)
total petroleum hydrocarbons as gasoline (TPHg), 520 mg/kg benzene, 45.6 mg/kg
toluene, 162 mg/kg ethylbenzene and 486 mg/kg xylenes. Analytical results of the water
sample were positive for 11 micrograms per liter (µg11) TPHg, 190 µg/I benzene, 220 µg11
toluene, and 580 µg11 xylenes. Our records indicate that neither the soil samples nor the
water sample were analyzed for methyl tertiary butyl ether (MtBE).
Please submit a work plan to PHSIEHD to investigate the vertical and lateral extent of
the documented petroleum hydrocarbon contamination at this site. The work plan must
include sampling and analysis of both soil and groundwater samples for TPHg by EPA
Method 8015m, benzene, toluene, ethylbenzene and xylenes by EPA Method 8020, and
ethylene dibromide, 1,2-dichloroethane and fuel oxygenates including MtBE by EPA
Method 8260. A list of environmental consultants currently working in the San Joaquin
County area, and an application to the State Water Resources Control Board Clean Up
Fund are enclosed for your use. The work plan is due July 30, 2001. If you have any
questions please call Lori Duncan at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Lori Duncan, Senior REHS Margare Lagorio, REHS
LOP/Site Mitigation Unit IV Supervisor, Unit IV
cc: Marty Hartzell, Central Valley Regional Water Quality Control Board
Carl & Suzanne Riccelli, 3776 Grantline Road, Tracy CA 95376
A Division of San Joaquin County Health Care Services
