Grantline
Tracy CA 95376
As the responsible party to the above referenced site you were notified by San Joaquin
County Public Health Services, Environmental Health Division (PHSIEHD) in
correspondence dated December 31, 1999 that the site had been assigned to the
PHSIEHD Local Underground Storage Tank (UST) Oversight Program for oversight of
assessment and cleanup activities at contaminated UST sites.
On April 20, 1990 three UST's were removed from the site under permit and inspection
by PHSIEHD. Six soil samples and one grab water sample were collected from the
bottom of the former tank pit excavation. Analytical results of the soil samples were
positive for petroleum hydrocarbons at levels up to 560 milligrams per kilogram (mg/kg)
total petroleum hydrocarbons as gasoline (TPHg), 520 mg/kg benzene, 45.6 mg/kg
toluene, 162 mg/kg ethylbenzene and 486 mg/kg xylenes. Analytical results of the water
sample were positive for 11 micrograms per liter (µg11) TPHg, 190 µg11 benzene, 220 µg11
toluene, and 580 µg/l xylenes. Our records indicate that neither the soil samples nor the
water samples were analyzed for methyl tertiary butyl ether (MtBE).
Please submit a work plan to PHSIEHD to investigate the vertical and lateral extent of
the documented petroleum hydrocarbon contamination at this site. The work plan must
include sampling and analysis of both soil and groundwater samples for TPHg by EPA
Method 8015m, benzene, toluene, ethylbenzene and xylenes by EPA Method 8020, and
fuel oxygenates including MTBE, as well as ethylene dibromide and 1,2-dichloroethane
by EPA Method 8260. A list of environmental consultants currently working in the San
Joaquin County area is enclosed for your use. The work plan is due June 25, 2001. If
you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
CCIA Gt tu COIL.
Lori Duncan, Senior REHS Dot Lofstrom, R.G.
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: Marty Hartzell, Regional Water Quality Control Board, Central Valley Region
A Division of San Joaquin County Health Care Services
