1
' Harding Lawson Associates
I INTRODUCTION
This report presents a remedial plan developed by Harding
' Lawson Associates (HLA) for treating groundwater and vadose soils
at 455 West Grant Line Road in Tracy, California. The location
of the site is shown on Plate 1.
The 7-Eleven convenience store is owned and operated by the
Southland Corporation (Southland) , and until 1989, distributed
' leaded and unleaded fuel products. The facility was constructed
in October 1978, over a vacant site. On October 26, 1986,
precision testing of underground tanks and product lines was
conducted by Lawrence Tank Testing. The results showed that the
10, 000-gallon unleaded g soline tank was leaking at a rate of
0. 092 gallons per hour. On October 30, 1986, this tank was
emptied and taken permanently out of service. No estimate of the
ttotal quantity of gasoline released was available. Southland
filed an Underground Storage Tank Unauthorized Release Report on
November 5, 1986.
In November 1986, Southland contacted HLA for assistance in
determining the effects of the leaking tank on surrounding soil
and groundwater. As part of that investigation, HLA installed 15
monitoring wells on and immediately adDacent to the site
(Plate 2) . The results of our multi-phased investigation were
' submitted in a "Problem Assessment Report" (PAR) dated January
10, 1989, to the Central Valley Regional Water Quality Control
Board (CVRWQCB) and the San Joaquin County Public Health
Services, Environmental Health Division (SJCPHS/EHD) .
