Mr. Dave Sargent <br /> September 13, 2017 <br /> Page 2 <br /> that were above concentrations acceptable for an unrestricted land use, which were <br /> encapsulated in an internment cell beneath the Great Valley Parkway roadway. <br /> The Removal Action Completion Report documents surface soil excavation of <br /> approximately 40.6 acres to a depth of 0.5 feet below ground surface to meet the <br /> approved remedial goal of 0.035 mg/kg for dieldrin in soil for an unrestricted land use. <br />_ The total in-place volume of soil removed was approximately 70,000 in-place cubic <br /> yards. Excavated soil was encapsulated beneath a portion of the Great Valley Parkway <br /> along the western boundary of the Site in areas without planned subsurface utilities. <br /> The Great Valley Parkway was subsequently paved with asphalt to serve as a roadway. <br /> The area with the encapsulated soil. is subject to the LUC. Following implementation of <br /> the Removal Action Workplan (RAW), confirmation sampling data from the excavation <br /> work demonstrated that the remedial action goal had been achieved on the remainder <br /> of the property to allow for an unrestricted land use. On December 20, 2016, DTSC <br /> approved the Removal Action Completion Report. <br /> A Soil Management Plan (SMP) dated March 2017 for the dieldrin impacted soils <br /> contained in the internment cell beneath the Great Valley Parkway, was approved by <br /> DTSC in a letter dated March 8, 2017. The approved SMP outlines requirements to be <br /> complied with during any activities that disturb soils within the internment cell beneath <br /> the Great Valley Parkway. A LUC was recorded on the 2.745-acre portion of Great <br /> Valley Parkway lying North of Grant Line Road and South of Mascot Boulevard (AKA - <br /> Mustang Way) as shown on San Joaquin Subdivision Map recorded as Tract No. 3649. <br /> This LUC was recorded with the San Joaquin County Assessor's office as Document <br /> Number 2017-101325 dated September 1, 2017. Please note that the LUC has <br /> requirements for submittal of Annual Inspection Reports due on January 15th of each <br /> year. Additionally, as identified in the executed Operation and Maintenance (O&M) <br /> Agreement, a Five-Year Review report is due every five years after the date the LUC is <br /> recorded to evaluate the effectiveness and protectiveness of the remedy. <br /> In addition to the LUC, an O&M Agreement and Plan for the dieldrin impacted soils <br /> contained in the internment cell beneath the Great Valley Parkway was approved for the <br /> site by DTSC on August 31, 2017 along with confirmation that the required financial <br /> assurance mechanism required by the O&M was valid and in effect. <br /> By this letter DTSC hereby certifies that the remedial actions for the 61-acre Site known <br /> as the Shea Homes Neighborhood C Site have been properly implemented. As with <br /> any remediation, if previously unidentified contamination is discovered on the property, <br /> additional assessment, investigation, and/or remediation may be required. <br /> DTSC appreciates the cooperation and efforts that Mountain House Developers, LLC. <br /> and their consultants made in completing the Site-related remediation activities <br /> described above. <br />
