SITE CODE: 1405 <br /> San Joaquin County Environmental Health Department (EHD) is the lead agency <br /> providing the oversight of the investigation and cleanup of releases from <br /> underground storage tanks (USTs) within San Joaquin County. EHD has a <br /> contract with the California State Water Resources Control Board to conduct a <br /> UST corrective action program. The above referenced site was placed in the <br /> EHD Local Oversight Program (LOP) in December, 1998. <br /> A soil and ground water investigation has been completed and corrective action <br /> feasibility studies performed at the above referenced site. EHD has received and <br /> reviewed the Soil and Ground Water Assessment, Feasibility Pilot Test, and <br /> Corrective Action Plan (CAP) reports prepared by your consultant Aqua Science <br /> Engineers Inc. <br /> The feasibility testing for corrective action included: a ground water step draw <br /> down pumping test, a ground water constant rate pumping test, a vapor <br /> extraction test/air sparging test, and an ozone sparging test. <br /> In the Soil and Groundwater Assessment and CAP, Aqua Science evaluated the <br /> above technologies and others and have selected ozone sparging as the <br /> remedial alternative. <br /> The ozone sparging pilot test began August 2002, and has operated continuously <br /> (with some minor non-operational periods) to present time. Ground water <br /> contaminant concentration have decreased considerably over that period. EHD <br /> agrees with Aqua Science in using this technology for Corrective Action to <br /> mitigate the release from the former USTs. <br /> San Joaquin County, Environmental Health Department, Local UST Oversight <br /> Program, has made a tentative determination that the CAP is in compliance with <br /> local, State and Federal laws and regulations and that the resultant work will not <br /> create significant adverse environmental impacts which exceed the benefits to be <br /> gained from cleanup of the contamination. <br />
