The site is currently an operating gasoline service station located adjacent and west
of a property owned by Tracy Orchard, Inc. Shell began conducting an investigation of the
vertical and lateral extent of the contaminant plume at their site beginning in 2003. Shell
currently has five groundwater monitoring wells located on their property, and one located
offsite to the west. Shell is also currently conducting interim remediation of the groundwater
contamination and has been successful in reducing the contaminant concentrations and
therefore also reducing the threat to human health and the environment. In order to
complete the final definition of their contaminant plume, Shell has proposed to install
additional groundwater monitoring wells to the north and east (Tracy Orchard property) of
their site.
It is the understanding of the EHD that you have denied access for Shell to install one
shallow groundwater monitoring well on the Tracy Orchard, Inc. property. The EHD is
requesting that you reconsider the request by Shell and allow installation of a groundwater
monitoring well on the Tracy Orchard, Inc. property so that they may complete the
investigation and provide lateral definition of their contaminant plume, as they are required to
do pursuant to the California Code of Regulations Title 23.
If you have any questions please call Lori Duncan at (209) 468-0337.
Sincerely,
Lori Duncan, Senior REHS Margare Lagario, REHS
Registered Environmental Health Specialist Program Coordinator, Unit IV
c: James Barton, CVRWQCB, 11020 Sun Center Drive #200, Rancho Cordova 95670
Denis Brown, Shell Oil Products, 20945 S.
