In the Report, citing expense and minor
concentrations of contaminants removed, CRA requests discontinuation of the batch
extraction remediation and initiation of monitored natural attenuation. Removal of
contaminant mass was one reason the interim remediation was initiated. The other reason
was to exert plume control, as the site's location makes investigation and definition of the
dawn gradient extent of the plume difficult.
As discussed at the April 26, 2007 meeting between SJCIEHD, Shell and CRA, in order to
use monitored natural attenuation as the final corrective action option a contaminated site
must be fully defined, which this site currently is not. Please proceed with submittal of a work
plan to define the plume down gradient of your site. The work plan should include the
installation of appropriate number of groundwater monitoring wells to intercept all potential
groundwater flow pathways. The work plan is due for submittal to SJCIEHD no later than
September 28, 2007. When the site is fully defined the interim remediation by batch
extraction can be discussed.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margaret agorio, REH
LOP/Site Mitigation Unit IV Program Coordinator, Unit IV
cc: James Barton, PG, CVRWQCB
Mike Murphy, CRA
