Provide EHD with a copy of the Certification of the Grade-D1 Drinking'Water <br /> Distribution Operator that will be operating at your facility. Complete and submit the enclosed TMF Capacity Assessment Form to this office for <br /> review. <br /> 8. Provide a well surface seal(pedestal)per San Joaquin County Well Standards 4.10_ 'The <br /> surface seal skull be monolithically poured on compacted earth. The seal shall bavc a <br /> thickness of four inches thick above grade,without defects and be contiguous with Ile <br /> annular seal- The seal shalt be graded to allow for drainage away lrom the well cas ng in <br /> all directions. The sea[shall extend two feet in all directions frorr the well casing. The <br /> well casing shall extend minimum of an inch above the pedestal. ]'he well and <br /> appurtenances should be located in a locked enclosure to excludeaccess.by unau.thc nzed <br /> persons. (per Water Well Standards State of California Bulletin 7,9•-8 1) <br /> The following issues are not conditions of the Toste Water System permit but are concerns of <br /> EHD that should be considered. <br /> I. The use of low flow toilets and low water use equipment is recom=nded as a <br /> conservation measure and to reduce the load on the existing septic systems. <br /> 2. EHD would encourage Toste Water System to incorporate a flow -peter on the well;:. It <br /> can be a useful tool in the overall water-monitoring program, It is a helpful tool to <br /> detennine periods of high demands that are acceptable and non-acceptable(leak <br /> detection)_ <br /> Z According to the California Health and Safety Code section 116540,"no public water syst ern <br /> that was not in existence on January 1, 1998, shall be granted a permit un]ess the system <br /> demonstrates to the Department that the water supplier possesses adequats: financial, manaj erial, <br /> and technical capacity to assure the delivery of pure,wholesome, and poUMe drinking water. <br /> This section shall also apply to any change of ownership of a public water system that occu;s <br /> after January 1, 1998". <br />
