r December 22, 1997 Page 2 USTs and product lines per the Tri Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of Underground Tank Sites These guidelines specify the minimum number and location of soil samples to be taken upon routine tank removal Filed and laboratory procedures are included as Attachment A Our objectives in performing the scope of work are 1 To remove existing underground facilities and replace them with underground facilities that meet the 1998 UST standards 2 Address areas of soil saturated with hydrocarbons using limited over-excavation or other appropriate methods based on the levels encountered Site-Specific Health and Safety Plan As required by the Occupational Health and Safety Administration (OSHA) "Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910 120), and by California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), MCIFiC has prepared a Site-Specific Health and Safety Plan (Attachment B) The Site-Specific Health and Safety Plan will be reviewed by the field staff and contractors • prior to beginning field operations at the site Soil Sampling activities During upcoming activities, PACIFIC will be onsite to observe removal of the USTs and other underground facilities, and to collect samples When existing facilities are removed from the site, a PACIFIC representative will collect soil samples in accordance with SJCEHD requirements The samples will be submitted under chain-of-custody documentation to a California State-certified analytical laboratory for analysis as described below Management of Excavated Soil and Limited Over-Excavation If soils saturated with hydrocarbons are encountered, limited over-excavation may be performed Over-excavation, if performed, will be limited to approximately 400 to 500 cubic yards of soil The area of possible over-excavation is shown as a dotted line on Figure 2 The vertical extent of the over-excavation will be based on the depth to groundwater (expected to be approximately 20 to 25 feet bgs) and the limits of the e\cavation equipment, which is approximately 25 feet Upon excavation, the soil will be stockpiled in segregated piles and covered with plastic sheeting at the site for sampling and later disposal All stockpiled soil will be sampled at one four point composite for every 100 yards and subsequently transported and disposed 911-008 1 Al"'ORKPLkN
