b.
15 June 2009
AGE-NC Project No.05-1306
UW Page 24 of 33
California Water Service Well#70,located at NavyDrive and Charter Way,is approximately 2,800
feet southeast of the site.According to the City of Stockton Municipal Utilities Department(MUD),
approximately 40 percent of the water supplied to the system is derived from City owned wells, with
the remainder supplied by the Stockton East Water District (SEWD). The City of Stockton Water
Utility has been receiving treated surface water from SEWD since 1977. The quality of the surface
water delivered to the City from SEWD meets all requirements set by the State and Federal
imp government.
7.1. HUMAN RECEPTORS
According to data compiled from US Census 2006 for Stockton, California, (Appendix K) the
population of Stockton is estimated to be greater than 290,000 people increasing from the 2000
estimate of over 243,000 people. The population is split approximately equally between men and
women(51.3 percent). Data from the 2000 census indicate there are over 82,000 housing units and
+.. 51.6 percent of these units are owner-occupied.
Zoning of the facility and surrounding properties is presented as Appendix K.Zoning of the site and
lands immediately to the north, east, and west of the property is PT, which is port zoning (Port of
Stockton). Land south of the former UST area, south of the RR tracks and Harbor Road, is zoned
RL(low density residential), IG (industrial general) and IL (industrial light).
W
7.2. ECOLOGICAL RECEPTORS
Ecological receptors in the project area are limited due to the impervious nature of an industrial
facility. The Port of Stockton is located 650 feet north of the site. As ground water flow direction
has typically been calculated to the southeast to southwest, with some evidence post remediation of
divergent flow also to the north, a discharge to the Port is unlikely.Further evidence to support this
claim includes the lack of petroleum constituents in monitoring wells that surround the plume in
every direction. According to the State of California Office of Environmental Health and Hazard
Assessment, due to elevated levels of mercury and polychlorinated biphenyls (PCBs), fish or
shellfish from the Port of Stockton should not be consumed.
The Port of Stockton, a habitat for migratory birds and fish, is located on the San Joaquin River.
. Terrestrial and aquatic life potentially observed in the Port of Stockton area includes at least ten
mammal species, forty one bird species, and six fish species. One bird, the Swainson's hawk
(Buteo swainsoni)is listed by the State of California as a threatened Species. One fish, the steelhead
trout(Oncorhynchus mykiss) is federally listed as a threatened species.
Advanced GeoEnvironmental,Inc.
t
