KLEINFELDER <br /> September 5, 2003 <br /> File No: 34067 <br /> SUBJECT: Workplan for Limited Site Investigation <br /> Proposed Costco Gas Station <br /> 1616 East Hammer Lane <br /> Stockton, California <br /> The purpose of the Limited Site Investigation is to evaluate if there are pre-existing <br /> environmental impacts at the proposed site for a Costco Gas Station. The Phase I Environmental <br /> Site Assessment (ESA) conducted by Kleinfelder indicated the potential for upgradient <br /> groundwater impacts from a car dealership and a former Winston Tire Store adjacent to the site. <br /> The site is currently a parking lot for the Costco Wholesale Store at 1616 East Hammer Lane <br /> (Plate 1). <br /> For this project, Kleinfelder proposes to conduct the Limited Site Investigation in three main <br /> tasks as follows: <br /> Task 1 Planning and Permitting <br /> Task 2 Phase II Field Investigation <br /> Task 3 Report of Findings <br /> Task 1 Planning and Permitting <br /> Prior to performing this proposed investigation, the Kleinfelder Project Manager will conduct a <br /> site visit to verify sampling locations and site access. hi addition prior to drilling, a drilling <br /> permit will be obtained from the San Joaquin County Environmental Health Department <br /> (SJCEHD). We will contact Underground Service Alert (USA) to notify utility companies with <br /> underground conduits in the site vicinity of planned investigation. We will also have the boring <br /> locations cleared by a private utility locator. <br /> This Workplan is supplemented by a site-specific Health and Safety Plan (HASP) prior to <br /> commencing the field investigation to identify potential hazards at the site, develop appropriate <br /> mitigation methods to minimize worker exposure, and prepare contingency plans for <br /> emergencies. <br /> Task 2 Limited Site Investigation <br /> Kleinfelder proposes to conduct the field investigation to evaluate if there are pre-existing <br /> petroleum-hydrocarbon impacts to soil and groundwater at the project site. A total of three soil <br /> borings are planned in the asphalt parking lot: two to a depth of 20 feet below ground surface <br /> (bgs) and one to 50 feet bgs (Plate 2).
