Woodward-Clyde <br /> L <br /> V <br /> 1.0 <br /> INTRODUCTION <br /> V <br /> ,. The Federal Emergency Management Agency (FEMA) has undertaken a program to bring <br /> federal government-owned underground storage tanks (USTs) located at Emergency <br /> Broadcast System (EBS) stations into compliance with federal and state regulations. This <br /> may involve removal, replacement, abandonment, and/or upgrade of the tanks. The program <br /> involves approximately 650 protected EBS stations in the Broadcast Station Protection <br /> Program (BSPP) throughout the United States and its territories. BSPP stations contain <br /> federally funded equipment such as USTs and standby generators. The tanks are used to <br /> store diesel, gasoline, or fuel oil for operating transmitting <br /> equipment at least 14 days in the <br /> event of an emergency. The radio station KJAX is one of the protected EBS stations within <br /> the BSPP program. <br /> �. FEMA retained Woodward-Clyde Federal Services (WCFS) to provide engineering services <br /> for the removal of one UST at the KJAX radio transmitter (KJAX). This work plan <br /> ` describes proposed site investigation activities for the characterization of petroleum <br /> hydrocarbon impacted soil and/or groundwater which resulted from leakage from the former <br /> UST at the KJAX radio transmitter. The transmitter is located on Harding Way, 1/4 mile <br /> west of Beyer Lane, in Stockton, California (Figure 1). <br /> The purpose of this work plan is to characterize the extent of petroleum hydrocarbon <br /> impacted soil and/or groundwater in the vicinity of the former UST. The proposed work <br /> '-' will be conducted in accordance with San Joaquin County Public Health Services (SJCPHS) <br /> requirements, and all applicable federal, state, and local regulations. Recommendations will <br /> �- be developed for future site investigation or remedial activities at the KJAX transmitter site. <br /> ,. 1.1 SITE HISTORY <br /> ` FEMA retained Woodward-Clyde Federal Services (WCFS) to provide engineering services <br /> for the removal of one UST at KJAX.
